This is no absurdity. It's a way for officials to eat taxpayer money. The 25k earned by the lawyer is most likely split with the govt official who asked for the unnecessary appeal.

The real reason is that the government does not want an unfavourable precedent to get set. So that 25000 is actually an investment.

Yahi hota hai small amount of monetary civilcases mein. 9 ka lakdi 90 kharch. Agar kuchh chand hazar ka chuna Laga hi to aajkal ke waqt mein achha hai use Khandwa dava samjh kar ghot jana

Absolutely, spending 25K for an advocate's fees sounds entirely unnecessary... But looking to the reason behind it... The aspect of right and wrong or Innocent and guilty is the aspect parties fight for...
Here as well being innocent matters to the govt.
