I live in San Diego County and I'm almost two years into the permit process for a 50x32 empty metal prefabricated building. I'm at $65k for the building, $25k for assembly, $40k for the concrete, $20k for "fire abatement" levied by the county, and a little over $20k for the permit and associated cost (meaning they made me pay for engineers to verify the original engineers and other cost). $40k just for the stuff that the county wants is just insane considering the original engineer had to be CA certified and his plans had the CA seal of approval on it. The system is broke. I'm at $170k and I still need to pay the city to install water lines to support the fire suppression system.

Commercial building or is this for a ADU also? Can you email me? I'd like to get more details on your project.
The owner did all his own labor at no cost. That ADU is at least 2x if someone else builds it.
He didn't do all his labor at no cost. He hired out subs. Also this project was 2-3 years ago. I agree though, costs have gone way up since then.
