I think SEGA made the wrong move, they just kicked us in the ass just to fix their servers issues, while the other players who are able to play the game and having fun just telling us that "everything is just fine, don't act like a baby" while some people just lost their entire account and years of playing without any warning.

Japanese people in Japan are having problems as well, so i wouldn't say its a Ip block, plus they never said anything about the situation. Also if that rule still applied, why would they let us play for 7 years? Anyway. Some UA-camrs said SEGA updated their internet intior or something like that. Apparently this happened with Pso2 in the past. So I think all we have to do is wait.

From what I know, there's like 98% of people outside JP are not able to connect the game, so I will say there is an ip block for sure. The connection problem with ppl inside JP might be another server issue imo.
And why would they let us play for 7 years? Since EP2 or 3, the player base has dropped a huge amount, so it's not surprising if they cancel it for player base, or simply: money.

Another problem? Yk some people outside of Japan are playing just fine without an vpn. And alot of Japanese people ( who lives in Japan ) needs a vpn to connect to their own country in order to play. So i wouldn't assume especially if thy didn't say anything about it.

after update they put ip block back then i quit pso2 forever until they remove ip block which i think they not gonna do it. which is the time to go back to the game i played before pso2.

cant u use a japan vpn to play the game? currently trying to do that on ps4

Usually they have VPN blocks, but a few people still gets through that with vpn. Not me though. You might wanna try it yourself.

I got through with VPN just fine, just make sure you have a unlocked router.

Is the pso2 ngs still with the IP block...?

Unfortunately yes. And even with the global version, it seems like there's some complain about the game's current state. It's just doesn't feel like the time to get into it, and I think it'll be like this for a good while.
