Why did puppy get to be the same civ twice in one match is that allowed?

puppypaw lost the first game when he wasted 3 important minutes of the whole game... from 26 to 29min, he gave beasty all the time he needs to come back while he was running around on the map and destroying towers in the corners, when he arrived to beasty base there was only tiny small hole to break beasty...but it was already too late, game finished!
