Cloud really seems to care a lot about Terra in this game. If I had to guess, I would say he sees a bit of himself from her and trying to make sure she does not end up like a puppet.
I'm sure its also because he sees a lot of Arieth within Terra. If you're unfamiliar with FFVII's story, Cloud witnessed Arieth's death in front of him and it really did some psychological damage to him. Made him think he was unfit to help anyone.
Zack,Aerith,Sector7Victims,NibelheimVictims are part of his darkness, for Cloud their deaths make him doubt he can protect Tifa & gave him pointless SelfBlamingMode even though their deaths is not his fault. And Cloud Always STRIFE-ing to protect his Light In BeforeCrisis,CrisisCore,KH,FF7,Dissidia,AC&Other which is Tifa Lockhart. His Only Dream is to show to his Mom and everyone else in Nibelheim who always underestimate him that they are wrong about him, He can become reliable Hero just like Tifa believed. too bad Sephiroth kill them all though.

@@Cloofinder There aren't really any parallels between Aerith and Terra. Like... at all save for the fact they're both half breeds (Terra being half Esper and Aerith being half Ancient). But their stories are vastly different. Terra was effectively used as a slave, harnessing her power to make her a living WMD until her slave crown was broken and she had to rework her entire life because shew as under a spell. Aerith was imprisoned for much of her early life but eventually lived a mostly peaceful life with her adoptive mother. She didn't suffer from memory loss, she wasn't harnessed for her powers or anything like that. Terra has more parallels with Cloud, not Aerith. Both suffer from severe memory loss and had to piece together their missing time. Terra had to live with the destruction she caused, and Cloud had to live with his perceived ineptitude. He doesn't want to see Terra go through the same things he did.
Well to be fair it is a moon of a different world. The planet in Final Fantasy IV isn't earth obviously so isn't the moon(s). ALso there a lot of moons in our Solar System that have an atmosphere
