I think that having Arthur not smile and Michael smile represents himself as the balance between both. When the camera pans on Tommy, you see he has a slight smile. I think this signifies that Tommy can either be your best friend… or your worst enemy. Also representing both his business mind, as well as as his “gangster” mind. Very well done.

The way Arthur straightens up when Tommy puts the phone down. Up till then, he probably thought "Yeah yeah, another 'bad guy'" but when Tommy lets out that breath, Arthur can tell just how stressed meeting this mystery man has Tommy, and it puts him even more on edge.

Tommy also did say Michael should smile kind of good cop bad cop like. This could have been a good strategy but as it turned out , there was no appeasing this fella .
This series seems great from the clips, but I wouldn’t bother watching it through its entirety as the use of contemporary music in the score is absolutely ruinous to the atmosphere
