You've essentially outlined the case for using preferential voting systems over plurality voting systems. Unfortunately, the average voter is barely intelligent and informed enough to tick a single box, let alone ranking the candidates.
Eugenics wasn't an inherently evil notion. It was based on flawed science and its applications became increasingly atrocious. It's destined to return with the benefit of genetics given that the potential to eliminate hereditary illnesses and health problems is almost entirely uncontroversial.
