You've essentially outlined the case for using preferential voting systems over plurality voting systems. Unfortunately, the average voter is barely intelligent and informed enough to tick a single box, let alone ranking the candidates.

I don't know if it makes Sweden the "second most dangerous country in Europe" or how exactly such a thing would be measured given all the variables. But the recent crime problem in Sweden is fairly serious. There's no point denying that.
