Both the builder as well as the owners are at fault. 1. Builder didn't make it look like something interesting for people to use their property for commercial setup 2. The owners are probably greedy and they are asking for higher rents. They need to understand that no one will come and give you the rate which a normal popular place demands. All the owners need to decrease their lease/rent charges significantly, so that people start setting up their commercial here. Once the place it popular and customers start coming to this market, the rent would automatically increase.
