You need to have done the mission at least once for it to drop from the chests btw

You have to complete the mission once, and then you can do over throws to get more randomly without doing the actual mission

5 chests always spawn when you load in if its directly from orbit. I've found it to be inconsistent if you just fast travel, it seems to unload the chests but not guarantee their respawn.

I’ve had the chests consistently load in about 15-20 seconds after fast travel which is why I use the sniper. If going in from orbit is faster for you though then that’s fine
