if you ever want to retry this game I suggest you put all your monitors to 60hz refresh rate so all those glitches dont happen
I've played the game a loooot of times because I have the PS2 version since I was a kid, hence why I wasn't so worried about the refresh rate!

How did you increase the framerate?
it's an actual bug on the PC port, I believe to fix it you have to limit them through Nvidia settings
