She didn't want to kill him, she was crying, shouting, yelling and saying she didn't want to. But Reiner did a dick move, he said " Your father will be disappointed. " And as we all know, Annie cares deeply for her father and her father is the reason she is doing all these reasons. She'll do anything for her father. So when Reiner said her father would be disappointed she forced herself to do it because of peer pressure.
So really, Reiner and Bertolt are the ones to blame here. Because Reiner forced Annie to, and Bertolt didn't help in any way.
