I respectfully submit my denial in reference to the "application of estoppel" and so i want to make it clear that estoppel do applies in criminal proceedings but its application is so slight that it is deemed that it does not applies to criminal proceeding

It seems to me answer is c
But as in the question "also be" is mentioned
Toh now it seems sale and possession also could happen
