One way to argue back would be that roads are not good, what about that reducing the mileage. Courts are there to enforce the law. Law is nothing but a stack of papers without enforcement. Saying you committed a crime does not make it so. Need to prosecute which can be done only by court. It is the ultimate authority and law gives it that authority.

For an analogy, architects make blueprints, and masons just build following blueprints. Courts are like masons. They have given a framework to follow and ensure everything is set by that framework. Masons really can't say, Hey, I'm the implementer, so you go to hell, and I'll do whatever I see fit.

A toll manager isn't that vulnerable as you may think as long as he has the backing of toll owner.
A toll owner isnt a regular Joe, Toll owners are usually themselves are big shots.
When the toll guy said that people like these in the name of laws crush a common man, I guess everybody felt that!!!
