Regarding Scareclaw Kashtira, as it is negated by droplet it will no longer negate the yubel
The effect to negate is a continuously applying effect, so as ScareclawKashtira is negated, it cannot apply the continuous effect

Looking back I think you're right, I didn't catch that Scareclaw applies its effect once a monster is battled rather than on declaration (the only Kashtira monster I've ever used is Fenrir so I assumed they all worked the same when applying their battle effects). I am not super familiar with Kashtira rulings though so I could be wrong.

I've checked the ruling and people say so long as it remains faceup on the field it will still apply the effect unless it leaves the field

It isn't a target negate, it is a negation that is continuously applying
