Why is it important, to put one effect on top of the other in your adjustment layer?
Premiere works in a hierarchy and goes top to bottom, so sometimes, the top effect will effect all the things below it etc.

What profile are you shooting on?
I shoot CLog/3 and then convert to REC709 and then work on an adjustment layer
