Yeah, early Part 4 Manga is cursed
Well, Araki was fresh from Part 3 when he began Part 4. Took a while for Part 4 to find its footing. Although a closer inspection of Josuke in that shot reveals that like the Joestars are at war with Dio, Araki's at war with proportions since Josuke's neck is longer than his head and his arm is messed up.
Master 20 Josuke is as muscular as a Part 3 Character, and yet his arm looks like it’s from a rag doll

The German Dub actually added a few new references.
In the surface episode the radio guy in the beginning starts by saying something along the lines of "And this was All Star by Smash Mouth" before continuing as normal.
Also Akira sings a line from a popular German song called "Schrei nach Liebe"(Scream for Love). In particular he sings the line "Deine Gewalt ist nur ein stummer Schrei nach Liebe"(Your violence is just a faint scream for love).
On top of that the German Dub has the original Stand names and is great in general :)
