You’re right. It is a thermostat. It’s a network thermostat. It has a address that needs to be set. The building automation is usually set up on a central cpu or if you have a laptop you can access it through the controller. You just need the address
Some good maintenance and test and balance would be good . Liok at TD in the EWT and LWT moving water to fast ir incorrect GPM you won't get your temp rise

Controls all have to be addressed. It is complicated if you don't anything about controls. Most control guys don't know how to change anything, they only thing they do know is how to do the IT part of it. They are engineers that should know how to do it and they don't. So they hire outside contractors to do the work and they just do the IT part of it. With as much as they are getting paid to be an engineer, they should be able to do all of it.
