Yeah that was crazy. Who the hell would crawl up there and close that valve. I was thinking all the same things when you were troubleshooting that system. Than you found that chilled water valve closed. Great Troubleshooting. You get in some peculiar places and roof edges.

I’ve been in tight spots like that before. I’m thankful when I switched companies I got out of getting sent to Chicago for service calls. I mainly hang around the suburbs. I still have a few accounts downtown but the equipment is all accessible for the most part.

Chiller systems can be confusing anyway, but then you cram them in these metro buildings and it’s complex on a whole additional level. Hats off for sticking with it until you figure it out- every time!
I work on church buildings designed like this. The units were put in during construction and sealed from there. Not giving a F*** who works on it. Not a fan but it’s where the big money is. Good work my man. Thank god it was rather easy to fix but not easy to get to

An infrared temp gun makes quick work of checking the position or leakage of a valve. Check both sides of the valve about 18 inches away and check for differential.
Good job Jumper, I wouldn't even fit in any of those crawl spaces, they would have to call the fire department to cut me out if I got stuck, or let me die for being stupid, Someone is definitely playing with the plumbing, or cooling and heating piping, but they are keeping you busy and helping you make money, good enough.

You can check your pressures where the air vents were to see if you have pressure difference (flow). And Why would that bypass on the chilled water side be open?

1:04 It really grinds my gears to see the general mess up there. I mean look at the state of it all. Debris everywhere that has no place in or near any proper HVAC installation. If every service call would just take 5 minutes to clean up after fixing whatever issue they came to fix, the next service call wouldn't need to crawl around in that absolute mess. If nothing else it's a breeding ground for rodents, spreading disease and chewing on cables. Wow, even worse at 19:42. Like, how hard is it to take that old light bulb and paper cup to the trash?
The contractor that installed the actuator and upgraded controls should have cleaned up all of the wiring and made new schematics. I had similar problems on one site took me 3days to trace and rewire complete building
