It looks like you're a spider man as well as a jumper man! Those spaces you had to get into were insane. Doesn't anybody consider access for maintenance and servicing in these places? Regarding the leak you had to patch up, what about using some underwater sealant under the rubber and then the hose clamp? Some swimming pool products will work underwater which got me thinking they might help here where the flow could not be stopped.

How old are the buildings? 1970s? Looks like it. Imagine the guys who did the original installation. If it was built before 1970 the pipe insulation would be asbestos. Who has to replace those florescent strip lights, I wonder?
Why would you even touch it? I would look at it and tell them it was installed incorrectly no dielectric nipples poor vapor barrier probably no water treatment. You touch it you own it. I know a company they did the same repair and told them it was temp. Three weeks later it failed they sued company had to pay 1.2 million in damages.
What a crap installation ,the whole plant looks worn down. Chilled water pipe insulation is damaged and untidy,the vapour barrier compromised everywhere,no wonder so much rust on pipes and valves. Good effort at the repair though . People don't appreciate the difficulties encountered by HVAC technicians out in the field.
