In an interview just this month, Tina says that Bono gave her very little to work with. She literally said she felt he didn't want to write it and there was nearly nothing to it. She created the melody for the verses, etc. So I'm going to say this "demo" was probably recorded AFTER Tina Turner recorded the song.
Interesting to note the slight lyric changes leading into the final version as performed by Turner. 'With a golden eye, I'll find his weakness' changing into 'GoldenEye, I've found his weakness' and the alteration of a single 'GoldenEye' to 'golden chain'.

Bono and The Edge are the greatest songwriters of our generation. B-Man really knows how to write to other people's voices/strengths, even when his own voice isn't 100% suited for the material. He's truly gifted, a musical genius!

Nice how the screenwriters worked that as the code name for the orbiting weapon system in the movie.
It was always intended for Tina Turner to sing , Bono and U2 are the composers. Every composer will record studio demos and listen back to make improvements. I have an early 4 hour studio recording of Elvis and his backing band and session musicians laying down tracks for an album where they frequently stop playing and just talk and make suggestions and the backing vocalists and musicians sing and suggest variations which Elvis tries out. Everything gets recorded in a studio and then gets edited out later
I love Bono but I'm grateful they didn't use this version of the song in the movie, or else Bono and U2 might have fallen prey to the infamous 007 curse that ends the careers of all the artist who do record a Bond theme! lol! Thank god U2 lived to play another day!
What absolute crap, what curse, Shirley Bassey, Tom Jones, U2. Nancy Sinatra, Carly Simon. Matt Munro, Louis Armstrong, all had amazing careers well after their Bond themes, those who are still living are still performing.
