Flash mobbing is basically a bunch of assholes showing up at the same place at the same time and acting like assholes. It completely overwhelms businesses and creates a chaotic, stressful difficult situation. Imagine being in a busy restaurant or shop when some ignorant flash mob shows up out of nowhere and overruns the place - stealing, harassing the staff and complaining about the service... 100 of you assholes just ran in with no notice - businesses aren't staffed to handle this kind of thing and they shouldn't have to be. Anyone organizing a flash mob with the intent to enter a business unannounced should ne charged criminally. People don't work in cafes and retail shops because they want a career in riot control.

Had a Flash Mob that everyone knew was gonna happen but didn't know when or where. The people doing the mob had made sure to go through the proper channels as you would say. Finding the right area where it wouldn't interfere with the safety of anyone, the cops in the area knowing what would happen, even getting a permit to assemble just to be safe. Now that was how you do a flash mob The Mob went off with only a minor mishap and turned into a great event. It was a mix of a welcome home to some soldiers from the town, showing awareness to the fallen, supporting the armed forces and also throwing in the animal shelter as well and a few other things. The one tiny mishap as one of the dogs of the returning soldiers nipped one of the dancers but that was mild. It became a tradition to do this fund raising/welcome home event every year and while everyone knew it was gonna happen in a time frame no one knew just where except the Police and EMTS.
"Now remember most of these people are non-violent threats." That has got to be one of the most unrealistic lines for what it implies, that they wouldn't immediately flood the mall with tear gas just because they had a good excuse.

No SWAT wouldn’t really get called for this, only patrol officers, maybe if there were reports of shots fired or something along those lines. SWAT is particularly reserved for terrorist attacks, active shooter scenarios, high risk warrants, barricaded suspects, hostage situations, and any other times when police deem the situation to be too dangerous or just need reinforcements from units that have better training. Most departments do buy bulletproof vests for patrol officers, and some even go as far as buying helmets.
