From a poster here is a fuller picture: I'm peruvian, I'll expand on this as this report is sort of "yellowish", this was a single law group that used a void in the law to create a lawsuit, the APN (national port authority) president was crooked and accepted the lawsuit, we don't know where the money came from either from the US or Chile, but the thing is that it happened. instantly everyone turned on them and basically overnight congress drafted a legal framework to avoid any further court cases about this, and so the issue was dropped. This was not a "Peru" issue but a specific group, additionally, the whole issue stems from the fact that supposedly the coast can't be privately owned, that's the legal framework given to clubs and stuff to avoid people being unable to use the beach or fish (basically sand and sea area). It was a gray area however the APN did approve the project years before and so they had no right to take it away regardless, hence why congress acted upon and fixed the hole in the law for ports. Again, 99.9% including most of the government (congress) is pro port, it was just a tiny group probably US backed that tried to create trouble.

China is building a silk road by funding infrastructure, providing them control of trade and shipping infrastructure in several countries around the world. That provides a very sketchy country with way too much power over international trade, time will tell on what they do with it.
