There're already plans between Brazil, China and Peru to build a TransOceanic Railway from Brazil's Atlantic Coast to Chancay. And this could be part of a larger network of rail including other South American Countries. Goods, Farm Produce, Mineral Ores, and eventually, manufactured goods can be transported via this Rail system to Chancay and shipped out across the Pacific to markets in Asia. This was NEVER available to South American countries ever before. Of course, it requires South America to invest in education and training its people, rid itself of corruption and maligned external influence (from its Northern neighbour). This is South America's opportunity to industrialize and break out of the low-income trap it finds itself in for the last half a century, being only able to export Ore and farm produce. Brazil wins because they can export their soy beans with lower logistics costs as well. US lose because their soy beans are less competitive in price compare with Brazil then.

A port by itself is only a 1st step. This is plain for everyone with half a brain (and not incentivized to put out pro-US propaganda) to see. Roads and Rail will be necessary. There're already plans between Brazil, China and Peru to build a TransOceanic Railway from Brazil's Atlantic Coast to Chancay. And this could be part of a larger network of rail including other South American Countries. Goods, Farm Produce, Mineral Ores, and eventually, manufactured goods can be transported via this Rail system to Chancay and shipped out across the Pacific to markets in Asia. This was NEVER available to South American countries ever before. Of course, it requires South America to invest in education and training its people, rid itself of corruption and maligned external influence (from its Northern neighbour). This is South America's opportunity to industrialize and break out of the low-income trap it finds itself in for the last half a century, being only able to export Ore and farm produce. A golden age could be beckoning for countries willing to invest in its people, build the necessary infrastructure (China can help), and really improve the lives of millions on the Continent.

It is not China's responsibility to seize opportunities for local communities. It is the responsibility of local governments to seize these opportunities and use them to develop the region's social infrastructure. This is a historical problem in our region because there has always been this difficulty in the state allocating the necessary resources. The people here still do not understand and still do not sufficiently support state investment. Our development is greatly opposed by American media companies that manipulate our people into thinking that state investment is bad.
