It's not necessary to dissolve emulsion, but it helps to keep the stripper from beading up on the rubber emulsion. If you can't find it you could substitute any brand of flow improver or a drop of glycerin or a drop of dish soap. You just need something to break the surface tension.

Can I mix sodium with water
15% bleach will remove any emulsion, the cost is nothing, just the smell. Moisten and let stand for 5-10 minutes

My local screenprinting supply shop. For me, it's FH&Sons in Toronto. If you're in the US, you should be able to order it from an online supplier.
