Is because the copper you are using is not bare copper it can be coated copper which it can’t be oxidized another reason could be that your patina solution is been expired patina solution loses its strength over time if is not used not all the brand do this but some brands lose their strength make sure you are using bare copper and that your patina is new
Yes, bare natural copper will oxidized on its own but when it does is always an uneven oxidation When you oxidize it on purpose and then polish it it it looks so much better and it gives it a more antique look So you don’t have to but it does make the jewelry look a lot better over the time
Do you know a gentler way to oxidize the finished piece if i add stones or beads to it?

Another way is with boiling eggs but I’ve never done it you should google it
