Its a good question, Diddy Kong Racing used 3d models too but i believe they had trouble getting the game to run as fast as MK64, although they managed in the end. I don't know but my guess is the devs just weren't sure at that early stage whether it would run as fast as they wanted, so opted for the safer option!
Fun fact/trivia: it’s the same technique Rare developed for the characters in the Donkey Kong Countries series! Unsightly maybe in this vid, but don’t forget the game is made for older interpolated screens on which they looked very smooth and 3D for the time and purely to cut down on resources.
The Royal Raceway glitch you mention has happened to me but there is also another outcome for what happens. If you're really unlucky lakitu can actually softlock you and leave you in the water forever. That happened once to me so far and I tried so hard to recreate it with no luck...

The correct way to pronounce "Frappe" is actually "frap". Although, peolpe will often spell, and pronounce it the French way, i.e. with the acute accent on the "e", and therefore, add an "ay" sound at the end, as in "frappé" being pronounced "frap-ay" (sometimes with emphasis on the second syllable, as in "fru-PAY").
So the way I figure out the two trains part is, once one disappears in the tunnel, you can bet your ass the other one is gonna come out of the other tunnel in a second. Go as fast as you can.
love this game so much and i still play it almost everyday! mostly because the glitches are so fun to do and help you win easier. i enjoy speedrunning this game too. best mario kart game ever! much better than the new ones, AWESOME video i really enjoyed it and i left a like, thank you so much for exploring this game further found some interesting stuff too also, the glitch at 9:50 has happened to me a few times, really funny too, i was racing with my brother and we all both know the speedrun strats and glitches, i planned to do the skip, but then that happened! we couldn't believe it, it's a quick lap skip. no idea how it happens, i just did it on accident a few times
The one time I stopped to just watch the train and noticed it appears too often for its speed and the size of the loop so I sort of guessed that there were 2 but never was 100% sure
