If you can prove (in a court of law) your bike is an EAPC, you're correct. If you can not, it is a moped for which you need a license and insurance. And the place to debate these things is not on the road side.

You are both right to some extent. Some 'twist and go' bikes are legal but they have to have been made before the rules changed in 2016. Since then a throttle-type controller is only allowed for speeds under 4 mph. In any case to be legal without licence, insurance, etc., there would have to be pedals - from what we can see in the video this looks like a scooter - bo pedals so illegal in highway unless one of the rental ones that have been allowed in some areas as part of an experimental scheme.

You are both right to some extent. Some 'twist and go' bikes are legal but they have to have been made before the rules changed in 2016. Since then a throttle-type controller is only allowed for speeds under 4 mph. In any case to be legal without licence, insurance, etc., there would have to be pedals - from what we can see in the video this looks like a scooter - bo pedals so illegal in highway unless one of the rental ones that have been allowed in some areas as part of an experimental scheme.

Im disabled and suffer with fibroM, ive got my bike Assisted as it hekps me get up hills, i somtimes go on the pavement but basically at a very slow speed...if ypu are a copper and reading this we never had this problem with bikes years ago, because the problem now is the rest of the world is upgrading and we are backwards wantinh a fucking licence and money for everything...if you try and take me off my bike while im traveling Fucking freely on this planet or hurt me in anyway taking me off YOU WILL BE DEALT WITH ONE WAY OR ANOTHER
