It is still a crime in the US system. Even from the old days, prosecution of lying under oath was selectively applied. Telling a witness/defendant they'll be proven guilty of lying under oath can make the witness/defendant more likely to cooperate with authorities. It is one of many tools at prosecutor's disposal to continue investigations. Or so I read somewhere.
