When you see that black color shift be careful, it looks like sewage overflow, you can take a water sample for E. coli counts but I’d bet good $ it’s toxic. Those were young raccoons, and they don’t grow a heavy coat in south Florida, between those two factors you get low fur density and “ratty’ Looking tails

He shot one and placed his boot up against it to see if it was dead, he ended up loosing the bottom of his boot. They can be very vicious.
