Hey, Vice you should look into why the Police Department of Hopewell, Virginia had to be taken over by the Virginia State Police until the state police were able to do a thorough investigation on the Hopewell Police Department and then the Virginia State Police Department restaffed the entire Hopewell Police Department with people that they hired and the Virginia State Police Department completely demolished the Hopewell Police Department at the time firing everyone in staff there from your everyday patrol officer all the way up to the Captain and Chief of police and I know that this story would be a few years old but I think that this needs to be made public across the United States and maybe even further and not just making the local news for a few days so please see what you can find out through an investigation of your own and get the word out to the world
Piece of advice: If there's a situation with your local police department NEVER make a complaint to that department. Go immediately to the state cops and the state Attorney general.
Gives client attorney privilege. I learned the hard way. Internal investigations then had all the info and my complaint went no where. However I get followed and pulled over too many times since then. Retaliation s? Lawyer will follow the law and will determine your next moves. Always get a business card with the report number. Your lawyer will get any reports and knows the ins and out of doing so hope this helps. Please protect yourselves. The more law suits the better no reason for all of this.

In my town, a cop did that a couple times, and one of the women (a transient) told a sheriff’s deputy. He reported it, they investigated, and the guy’s in jail. I’m very proud of my local law enforcement for actually going after their own.
Maybe if all bad cops end up in prison instead of going to other department and all investigations dropped maybe the police force be a good department some day.

I am a female and have understood since I was 17 that law enforcement officers were dangerous. I am more frightened of the police than of any random guy on the street. My children are frightened of police after witnessing the way I was talked to when pulled over for minor traffic stuff. I have had friends tell me I should teach my children to trust police officers but I would never compromise their safety with that belief. Police are more similar to criminals than not. If you don't realize that fact I hope you stay safe.
I understood this as well being an attractive woman. A lot of them are the biggest creeps. I go to a gym where a number of them go and even the way the stare is predatory and aggressive. Many of them go into this field for the power. I do know this happens a lot with women of color in less fortunate communities. There was a probation officer convicted for doing the same thing here in GA. People who are already on supervision and desperate to stay out of trouble are super vulnerable.
What makes this abuse more damning is: the authorities know exactly what is going on and they refuse to put measures in place to counteract it. Officers should never be allowed to investigate themselves. There should be a civilian body appointed for this purpose, and these folks should not even have any cops as relatives.

This is a glimpse of what happens in every police department. This whole "well investigate ourselves and tell you what we found later" is absolutely pathetic.
Genuine police misconduct is sometimes dealt with administratively in a way that makes it so it never goes on official record, that method is referred to as a verbal reprimand. There was an incident with a police officer in Washington state, who pulled a gun on an unarmed and cooperative motorcyclist during an alleged traffic stop. They had multiple complaints on record for aggressive behavior. The LEO in question escalated the encounter to a potential deadly force situation by having his weapon shortly after he exited the unmarked vehicle. The officer was also not in uniform, not wearing his Kevlar vest and didn't identify himself for most of the encounter. It was never clear whether he actually had the authority to make the stop in the first place or that the stop was in any way lawful, but he had violated multiple departmental policies during that encounter that should have resulted in a mandatory dismissal (conduct unbecoming). A review by the official IAB board, interpretation of it somehow danced around him being guilty of conduct unbecoming but acknowledged in their wording of what he did, it was a serious dismissable offense. It only reached that level of review when the public got wind of it and kept the pressure on, with threats of lawsuits against the agencies involved. LEO involved was despite all that, only given administrative leave and anger management counseling.
I live in Louisville ky. This been going on for well over 20 years. That department is extremely corrupt. They tried to cover for officers that raped little kids in a explorer program. I know women that work at strip clubs in Louisville. They told me that police officers would come to the clubs while on duty and sleep with prostitutes. And then tell them that they wont bust the clubs for anything illegal as long as they sleep with them. I know a bunch of women that said officers would ask to see their breast in order to get out of a speeding ticket. That was before they had body cameras and audio. There's also a bunch of officers that commonly steal drug money and keep drugs after busting drug dealers. Officers also got exposed having sex with prostitutes' at massage parlors and then busting them for prostitution. Officers also work off duty jobs at gas stations and park their marked car there and then go home and go to sleep. They are getting paid to be there and they are not there. That's stealing time. I could keep going forever with more but I'm tired of typing. They always let officers resign so they don't get into any trouble. Then they go straight to another department somewhere else and do the same things all over again. Its sad.

Can confirm about LMPD misconduct in strip clubs. Was working at PT's back in the mid-2000s when they did one of their raids looking for drugs. One officer that was there looked at me before opening my locker and asked me out on a date. Probably was hoping I had drugs in there so he could use that to coerce me. Luckily for me, I did not have anything he could use against me. I declined the date, obviously, because I would NEVER EVER date a cop, but I was scared AF he was going to plant something in my locker in retaliation.

I'm pretty sure "overly burdensome" is the only allowable excuse (other than ongoing litigation) to deny FOIA requests. FOIA is likely what Vice used to get all of the tapes they did show, though. Meaning, the stuff they denied must've been incredibly damning

Had a similar experience with a cop. He came to our house to make a report about my grandpa getting mugged and immediately was creepy af! He asked me for my number and I gave him a fake one. Suddenly he appeared out of nowhere in streets I was walking, places I'd be. i immediately reported it to a different precinct where I was a police explorer and oh yeah I was 17! They sent the complaint to the state attorney. He didn't do anything to me , besides follow me but the state attorney had other complaints about him but not enough evidence to take him to trial. A year and half later he had raped a 16 year old girl. And finally had enough to prosecute and was sent to prison for6 year's. Just disgusting.

And if there is a problem with the police bc “creeps are in every field” they can make it easier to let go of such creeps in the field, but they dont. And finally, unfortunately, police have complete authority over civilians, unlike a cable guy, which is why they have to go above and beyond to hire and keep ethical guys. But this reporting and events that are now coming to light from the last decades show that they not only do not tend to discipline their own, but protect them. My daughter pulled into a vacant Kmart parking lot and parked, waiting for her husband to give him his lunch. A truck pulled up beside her. Of all of the empty spots in the lot, he parked right beside her. She glanced over and noticed that he was doing a lewd act. She was scared shitless. Immediately, she began making notice of every scratch, dent, and flaw on the truck so she could identify it later. When she drove off, she got the tag # and went straight to the gas station at the edge of the parking lot and called police. Oh, did I mention her 4 year old child was in the back seat? When the police came, she gave a very complete description of the man and the vehicle. She could have picked him out of a line-up. The cops already knew who he was. He was the investigator of police. He was the guy who investigated bad cops. He tried to say his truck was stolen, but they told him no way man she described you to a T! It was you. He was caught. When she went in to talk to police they treated her like scum. They followed her and pulled her over for no reason. Scared her family. She felt like she was the criminal. She wanted justice for what this piece of dog crap had done but not to the unrest and Ill will of her other children and her family. She felt like there was no way to win. It really saddened me that the Springfield Illinois police department could do this and let this monster get away with this. I pray they finally got this guy out of the department. We left Illinois after this.
Police officers, judges, attorneys, prosecutors should have any charge against them ENHANCED. They went to classes, schools, training for a public job to PROTECT AND SERVE. When they break the law, a common man would get say 5 years, the cops should get 10 years for same charge due to Enhancement of charge due to the titles or jobs they hold
In some states, laws against child abuse have provisions where having authority over the victim (e.g. teacher, coach, police officer, clergy) is an "aggravating factor" so it makes the prison sentence harsher. They need to have that in every state and for any sexual violation.
Because they are a lot like the media. They used to be trusted and you could count on them. We were told that neither lied and they were there to serve us and give us correct information. Now it's all about numbers and quotas. In both fields. And that should not be the measure of a good cop or journalist. Quality not quantity. I do want to note that there are many amazing officers out there that do their job very well. Thanks to those. And the few journalists that do tell the truth regardless of consequence, thank you.

Working their way up from Explorer class. I was working for Chevron as a teenager (1976) when the Feds asked where all the women in management were. The reply given was "working their way up from the station level". Imagine their dismay to find there were none.
When I was in my early twenties, a cop pulled me over citing he saw me on my cell phone. When I showed him that my phone had been zipped in my purse in the back and there was no way I could be on it, he told me that it was fine but I was to only use a blue tooth device for hands free calling. He then said that he would let me off with a warning only if I texted him a "full body" picture of myself holding said device to his personal cell phone and he asked for my cell number. My insides felt horrible and my danger detector was screaming. I didn't feel comfortable so I asked him if it was usual to for officers to text civilians. He said that it would be to his phone so it was ok. I gave him a fake number. When he left, I burst into tears and drove home.
I had an officer pull me over saying I rolled a stop sign. I didn’t. I was going to meet friends to go clubbing. My outfit was revealing. He had me get out so he could see my full outfit. Then he said I could go, because I looked like I was in a hurry. Had another officer follow my friend and I home. He blocked us in her driveway. He pulled us over so he could get her number. She was crying, and he just left. I had another officer follow me I pulled into a store. He came to my car to get my number. I gave it to him, and blocked him. It’s a misuse of power. Police officers should not be allowed to flirt on duty. That should be an automatic dismissal.
I literally just mentioned this already. But a girlfriend and I were going through Louisville and got pulled over by 2 very creepy police. They pulled us over just to hit on us and ask us out. They started to get a bit aggressive until I told them I had a camera and thats when they shut up and sent us on our way. You will want to be careful going through there if you are a girl or if you're out of town. We were terrified because something didn't feel rt at all. Hard not to think what would've happened if I hadn't said my dash camera wasn't on? Just be careful going though Louisville!

This hits a personal note because my aunt who is now dead was abused by cops in the Atlanta area. She was abused by two cops sexually in the early 2000s. They would threaten her with the SAME stuff that has happened to these victims. Our family settled out of court. Our family is still traumatized from everything and are very fearful of cops because of the power they have.

I honestly think a lot of the power abuse that's so rampant in any hierarchy of people is due to the fact that the government has a monopoly on violence. In an equally footed man to man interaction, there is a line that's generally respected, knowing full well that if you say the wrong thing, the other guy is going to start swinging at you. If there is no fear of retaliation and there is a lopsided representation of power, the oppressor has full reign over the oppressed. I don't think violence should be legal so I don't have an answer to this, but it seems to be the main factor at play. Do you think your frail boss would treat you like garbage knowing that you're younger and stronger than him, and very well may snap and break his nose? He would choose his words and actions more carefully in fear of a return of force. Nature has simple ways of maintaining a balance of power in a mutuality of respect between people, but humanity has found a way to make that far more convoluted by punishing and humiliating those who choose to retaliate, even in the circumstances when it's clear that they weren't the initial aggressor. Many states won't even let you defend yourself from a robbery or assault, somehow seeing you as malevolent regardless of the nuance in the situation.

I was raped on LMPD's property. At their impound lot where they insisted I had to go to my vehicle alone, unaccompanied by my friend who had came along. The locksmith came and raped me in my vehicle. LMPD locked him up for one night, released him, and he had his job back the next day. They wanted to do a forensic analysis on MY phone which I refused. Why not his phone? I am the VICTIM.
I believe you and this is utterly unacceptable. The trauma of being violated so horribly is compounded so much more when the rapist faces so little consequences for his crime(s). We need laws to change. It's the only way to hold perpetrators accountable.

Here in Louisville the CBA contains Article 14-3, in which the city agrees to never use "electronic surveillance equipment" in disciplining the police officer- meaning we can't use body cam, email, radio dispatch audio, gps, etc to prove corruption or abuse sufficient terminate their employment. in NZ we have that called ipca the independent police conduct authority even tho a lot of investigators automatically assume the cop to be more credible than any other witnesses I won my case and the officer was sent for additional training no real punishment however at least it's acknowledgement

I think it's absolutely ridiculous that they've got so much power to destroy someone's life. And it's not just the person that does it either. It's a chain of them. The damage starts way before the person that's engaging in the misconduct happens. It it happens when you tell somebody about it and no one listens. Anybody that was involved in that that was found not to have done their job to the fullest of their abilities should be sitting behind bars right now. He chose these women because they were in the throes of addiction. Who's going to believe a crackhead right? It's got to be the absolute most heartbreaking thing ever you chose a group of women that were already going through it. Vulnerable women and you took advantage of that because nobody would listen.
Maybe the answer is don't be in a position where police may deploy extra judicial power. Or if someone is determined to be a criminal, be smart enough to stay away from suspicion.
Policing should honestly require a 4 year university degree. Not a bunch of weeks then here have a pewpew go have fun. If it required courses in psychology, de-escalation tactics, non lethal response tactics, improved self defense, etc etc, it would lead to a much more effective policing force. And pay them accordingly. Make it worth going through that hard training, which would filter out all the people who don't deserve to have the power that they do. The time it takes would sort out the bad apples WAY better than the corrupt apple trees we're dealing with now.

I have lived in Louisville, Ky my whole life. I am 34 and I first heard of this when I was a teenager in high school and several of my friends that went to UofL were getting pulled over and sexually harassed on and off campus. One of them was forced to have sexual relations with an officer after getting pulled over leaving a campus party bc she had been drinking and found a blunt in her car. She never spoke out or came forrowed bc she was to scared for several reasons. There are so many stories I could tell. Unfortunately, its been happening for a very long time and still is happening until this day. Its so sad and extremely disturbing. I'm so glad Vice is reporting on this. There was a reporter here in Louisville who knew all about it, but wouldn't investigate or do a story on it bc she was dating an officer. I sware these disgustingly corrupt cops seem to have ahold on just about everyone that is in a position who could do something, but won't bc they are envolved with an officer themselves. I feel extremely bad for all the victims. Even if they are strong and have the courage to speak up, look what happens to them. So sad, they all deserve justice.

Qualified immunity has nothing to do with the cases presented in this video. Qualified immunity is to protect officers who make reasonable but mistaken judgments or decisions. Qualified immunity is denied when an officer takes an action that any other officer knows, or should know, is not legal. If the law is not well established on the action the officer takes then they will most likely be granted qualified immunity.
The Absurdity is my daughter was required to go to Cosmetology school for a year. Pass a written & physical test to recieve her license. It takes officers who have the power to take your freedom & life 6 months to get their "Peace Officers" license. Let that sink in!!!

I am afraid that this happens A LOT more often than we know. I personally know a guy, NYPD, who stopped a pretty Latina girl on a street corner one night and started fondling her breasts. When her friend started starting making a video on his phone, the cop grabbed the phone, threw it away, grabbed the friend and, with another officer, put him in the patrol car, drove off and booked him on some trumped up charge. I know this guy personally. A very nice young man. I know his family. Gorgeous wife and kids. How did he get caught? A store surveillance camera got it all on video. He was fired and got some minor criminal conviction as a result. I would never have believed if I didn't see the video. You give men arrest powers and generally unquestionable credibility in court, this is what happens. It's a fringe benefit, like health insurance.

I personally would have sentenced him to 10 years without parole. I hope that would make other cops think twice. The officer in the case I mentioned is named Jonathan Munoz. You can look the story up. That’s my suggestion. Because he’s a cop he should not get a free pass - just the opposite. After being entrusted with so much authority he should get the book thrown at him if he totally betrays that trust. Just my opinion.
NYPD have MANY sexual and various criminals working as police - lots of cases and news coverage about this, they say 'hey baby' to female tourists on the street while working in uniform. He was a rookie sexual criminal, usually the cops will go to the stores and remove the surveillance tapes so there is no evidence of their crime.
My entire career ended after I was forced to make a statement against a predatory police Captain. I was one of 5 victims that the dept knew about. I was told, "you make a statement or be suspended without pay". My life has never been the same.

20+ years ago, a cop followed me for about six miles to my HOME: no sirens or anything to indicate he wanted me to pull over. I drove home frozen in fear, unaware [at the time] why he was following me. I arrived home and parked my pickup in my driveway. He parked in front of the curb. I sat there for a few seconds not knowing what to do. Finally, I exited my truck, walked over to his cruiser, and asked him had I done anything wrong. He stated with a twisted smirk on his face [I’ll never forget] , “no, I thought I knew you from somewhere.” I told him “no, we’ve never met”, and asked for permission to go into my house. He stated, “you can go.” I couldn’t call the police station to complain because I was afraid of retaliation by the him AND the department. I felt trapped. For months, I looked over my shoulder each time I left my house. Even now, 20+ years later, that incident STILL affects me.

I've never done drugs in my life, and have only ever had sex with my husband. Large budget departments do have internal affairs completely separate from the cops/department....has been for years. It's not a secret those that grow up in families of fellow officers know how much better life is if you are an officer of the law, You get special perks, free food, free drinks, special treatment from local business owners and or public schools for your own children, Being a cop gives you higher anarchy within your town or city. This is not a fucking secret. The issue lies way deeper than that though, the higher-ups only want their department to look good to the public eye so they're willing to overlook just about anything just so as long as their department looks good so that the mayor and the governor keep sending them money. And this is why they created this form of internal investigation they investigate themselves to protect themselves. It is 2022 people wake up smell the coffee this sort of internal investigation does not work it will never work you cannot allow the police to police themselves it's just that simple there isn't any other way to say it. How many times do we have to see stories like this online or on the news to see that there is a serious problem within our police departments and we have no control over it because it is an organization that is protected within its own walls. Corruption runs deep behind the walls of the thin blue line and we will never be able to fix it if we keep allowing them to run wild without any accountability.

Coming for Louisville today, I love it. This department is so corrupt and misaligned with the community. There is little to no accountability from the leadership within the department and within local government. In fact, they go as far to cover up these incidents. Hence the case with the LMPD explorer program which involved sexual misconduct with children. Thank you for shining this light that the community has been helplessly needing for years.

I was almost raped in my house by an officer in Louisville. He told me I needed to reenact the crime that happened to me in my house. SO, I trusted his word on that, but little did I know that's bc AND he knew the rooms the crimes happened in. Shame you're attacked and then almost raped by a cop here. That's NOT even counting the ones who repeatedly drove by to intimidate me, one was REALLY keeping an eye on me. He got my # off that case. He showed up ALL the time in uniform also. Talking sexual, saying awful stuff to me, telling me to get in the backseat with him, or go inside with him, etc. I also told Detective Michael Lauder in 2019 the names again. NOTHING can of it. SMH One was so bad I had to run out of my house, by the ditch, and he kept trying to lure me back in. He would say, "I forgot my glasses inside come back in." I knew not too. All of them I absolutely knew not to. They waited until my kids was outside. Drove by, pulled in, talked to my kids, in gear, and didn't care at all my kids was in the yard talking nasty. It got so bad I hid inside. EVENTUALLY what seemed like FOREVER later and me gaining A LOT of weight not being the hot 100-pound chick anymore. It stopped. It also stopped because one was fired for forcing a kiss on a woman here. He's the one who tried to lure me back in the house. I've tried reporting them, that detective, even # LMPD site but NOTHING came about it all. So, life goes on, but the memories stay.

They knew my schedule of when the kids came home and everything from ALWAYS being on the road. (My house also cuts down two of the main roads in Louisville. The one Officer Barron came to my house for an attack on me. He wanted me to reenact the crime that was already traumatizing enough. So I thought okay and trusted him. I thought maybe that’s police procedures he needed to see the rooms I was attacked in and go over the attack. So I was telling him what happened, room to room, etc. it was when I got by my bedroom window and the kitchen cabinet that I KNEW I needed to get out of the house. The kitchen I felt EXTREMELY uneasy so I was trying to speed up the reenactment. The bedroom I KNEW I needed to get out. I still don’t know how I got around him. I remember I fled the house and left the door open. He kept smiling, laughing, and saying, “Oh come back in, I have more things to go over, I left my glasses in there, and huge etc.” So I fled my own house. Thankfully the kids were at school. The neighbor knew what happened. She wanted me to report it. He kept trying to lure me back in the house, giggling, using that “voice,” etc but I told him, “no thanks I will stay here. You can go back in for your glasses if you truly left them. (Which I didn’t know how they would be by the couch. So another warning sign.) I will keep right here.” He repeatedly kept trying and that is REALLY when I knew I dodged a huge bullet. Yet after that he used my case which had my # to harass me. His friends kept driving by my house. If I was outside with the kids they pulled in also. ALL of them sexually harassing me. Officer Wagner would ALWAYS talk about his wife, sexual comments to me, and try to get me into the police car. I said NO. Again everything on those cops was outside the house. Etc. They also used my # to harass me. All of them in uniform with guns. ALL! This went on awhile. I eventually remained inside my house. Almost hiding but my phone repeatedly went off and it was them. I again told my neighbor which she’s like we need to report this. That’s when I said, “It’s Louisville, they protect their own, you know this, and I won’t be attacked again, I will hide out, and hopefully they leave us alone.” Took forever for that to happen. She said, “you’re right, makes me so mad, shame we can’t stop them but everyone knows it will all be covered up anyways, and we will be the ones attack by the district or worse.” It actually took me hiding inside and gaining A LOT of weight to stop them. Which is sad in itself. I went to my dads house. I was sitting on his couch and went ghost white. My dad asked if I’m okay and he followed my eyes to the TV. That’s when I said, (news is always on that his house.) That’s him. The officer who almost raped me in my house where I had to flee. He tried to keep luring me back in, I had to flee out my house.” That officer was again forcing himself onto another woman. Apparently a kiss. I called detective Mike Lauder from LMPD in 2019 on a recorded call. He absolutely knows this. He even heard a couple of their names again before he hung up on me saying, “You seem mad.” He then hung up on me. Then we had a traffic stop happen where the woman was touched. She was suing. I seen the attorneys name. I called her attorney. I gave the woman working at the desk the date, time, all the information, and told them to follow the call and they will win 100% the case. That my situation isn’t an OOPS like hers. I hung up and that was all I ever heard on that case. So I assume they settled out. I spent from 2019- until now hashtaging, reporting, and ESPECIALLY trying to get Detective Michael Lauder fired. Instead they transferred him into another area, took him off a case I have been helping on since 2019, and he’s enjoying life sadly instead of fired himself.

They used the “he’s a rookie, didn’t know better, and another cop stopped it, and told him how to do the pat down.” They basically called her situation a mistake and an OOPS. I told her attorney about my stuff and said, “get the calls, information, etc. you will 100% win. Mine isn’t an OOPS they can get out of.”
The moral of the story here is if you ever wanna commit crimes in the future, make sure you are a police officer first. You are less likely to receive harsher sentences that way.

Hey, Vice you should look into why the Police Department of Hopewell, Virginia had to be taken over by the Virginia State Police until the state police were able to do a thorough investigation on the Hopewell Police Department and then the Virginia State Police Department restaffed the entire Hopewell Police Department with people that they hired and the Virginia State Police Department completely demolished the Hopewell Police Department at the time firing everyone in staff there from your everyday patrol officer all the way up to the Captain and Chief of police and I know that this story would be a few years old but I think that this needs to be made public across the United States and maybe even further and not just making the local news for a few days so please see what you can find out through an investigation of your own and get the word out to the world

I am a female and have understood since I was 17 that law enforcement officers were dangerous. I am more frightened of the police than of any random guy on the street. My children are frightened of police after witnessing the way I was talked to when pulled over for minor traffic stuff. I have had friends tell me I should teach my children to trust police officers but I would never compromise their safety with that belief. Police are more similar to criminals than not. If you don't realize that fact I hope you stay safe.
I understood this as well being an attractive woman. A lot of them are the biggest creeps. I go to a gym where a number of them go and even the way the stare is predatory and aggressive. Many of them go into this field for the power. I do know this happens a lot with women of color in less fortunate communities. There was a probation officer convicted for doing the same thing here in GA. People who are already on supervision and desperate to stay out of trouble are super vulnerable.
What makes this abuse more damning is: the authorities know exactly what is going on and they refuse to put measures in place to counteract it. Officers should never be allowed to investigate themselves. There should be a civilian body appointed for this purpose, and these folks should not even have any cops as relatives.

This is a glimpse of what happens in every police department. This whole "well investigate ourselves and tell you what we found later" is absolutely pathetic.
Genuine police misconduct is sometimes dealt with administratively in a way that makes it so it never goes on official record, that method is referred to as a verbal reprimand.
There was an incident with a police officer in Washington state, who pulled a gun on an unarmed and cooperative motorcyclist during an alleged traffic stop. They had multiple complaints on record for aggressive behavior.
The LEO in question escalated the encounter to a potential deadly force situation by having his weapon shortly after he exited the unmarked vehicle. The officer was also not in uniform, not wearing his Kevlar vest and didn't identify himself for most of the encounter.
It was never clear whether he actually had the authority to make the stop in the first place or that the stop was in any way lawful, but he had violated multiple departmental policies during that encounter that should have resulted in a mandatory dismissal (conduct unbecoming).
A review by the official IAB board, interpretation of it somehow danced around him being guilty of conduct unbecoming but acknowledged in their wording of what he did, it was a serious dismissable offense. It only reached that level of review when the public got wind of it and kept the pressure on, with threats of lawsuits against the agencies involved. LEO involved was despite all that, only given administrative leave and anger management counseling.

I live in Louisville ky. This been going on for well over 20 years. That department is extremely corrupt. They tried to cover for officers that raped little kids in a explorer program. I know women that work at strip clubs in Louisville. They told me that police officers would come to the clubs while on duty and sleep with prostitutes. And then tell them that they wont bust the clubs for anything illegal as long as they sleep with them. I know a bunch of women that said officers would ask to see their breast in order to get out of a speeding ticket. That was before they had body cameras and audio. There's also a bunch of officers that commonly steal drug money and keep drugs after busting drug dealers. Officers also got exposed having sex with prostitutes' at massage parlors and then busting them for prostitution. Officers also work off duty jobs at gas stations and park their marked car there and then go home and go to sleep. They are getting paid to be there and they are not there. That's stealing time. I could keep going forever with more but I'm tired of typing. They always let officers resign so they don't get into any trouble. Then they go straight to another department somewhere else and do the same things all over again. Its sad.

Can confirm about LMPD misconduct in strip clubs. Was working at PT's back in the mid-2000s when they did one of their raids looking for drugs. One officer that was there looked at me before opening my locker and asked me out on a date. Probably was hoping I had drugs in there so he could use that to coerce me. Luckily for me, I did not have anything he could use against me. I declined the date, obviously, because I would NEVER EVER date a cop, but I was scared AF he was going to plant something in my locker in retaliation.

Had a similar experience with a cop. He came to our house to make a report about my grandpa getting mugged and immediately was creepy af! He asked me for my number and I gave him a fake one. Suddenly he appeared out of nowhere in streets I was walking, places I'd be. i immediately reported it to a different precinct where I was a police explorer and oh yeah I was 17! They sent the complaint to the state attorney. He didn't do anything to me , besides follow me but the state attorney had other complaints about him but not enough evidence to take him to trial. A year and half later he had raped a 16 year old girl. And finally had enough to prosecute and was sent to prison for6 year's. Just disgusting.

My daughter pulled into a vacant Kmart parking lot and parked, waiting for her husband to give him his lunch. A truck pulled up beside her. Of all of the empty spots in the lot, he parked right beside her. She glanced over and noticed that he was doing a lewd act. She was scared shitless. Immediately, she began making notice of every scratch, dent, and flaw on the truck so she could identify it later. When she drove off, she got the tag # and went straight to the gas station at the edge of the parking lot and called police. Oh, did I mention her 4 year old child was in the back seat? When the police came, she gave a very complete description of the man and the vehicle. She could have picked him out of a line-up. The cops already knew who he was. He was the investigator of police. He was the guy who investigated bad cops. He tried to say his truck was stolen, but they told him no way man she described you to a T! It was you. He was caught. When she went in to talk to police they treated her like scum. They followed her and pulled her over for no reason. Scared her family. She felt like she was the criminal. She wanted justice for what this piece of dog crap had done but not to the unrest and Ill will of her other children and her family. She felt like there was no way to win. It really saddened me that the Springfield Illinois police department could do this and let this monster get away with this. I pray they finally got this guy out of the department. We left Illinois after this.

In some states, laws against child abuse have provisions where having authority over the victim (e.g. teacher, coach, police officer, clergy) is an "aggravating factor" so it makes the prison sentence harsher. They need to have that in every state and for any sexual violation.

When I was in my early twenties, a cop pulled me over citing he saw me on my cell phone. When I showed him that my phone had been zipped in my purse in the back and there was no way I could be on it, he told me that it was fine but I was to only use a blue tooth device for hands free calling. He then said that he would let me off with a warning only if I texted him a "full body" picture of myself holding said device to his personal cell phone and he asked for my cell number. My insides felt horrible and my danger detector was screaming. I didn't feel comfortable so I asked him if it was usual to for officers to text civilians. He said that it would be to his phone so it was ok. I gave him a fake number. When he left, I burst into tears and drove home.

I had an officer pull me over saying I rolled a stop sign. I didn’t. I was going to meet friends to go clubbing. My outfit was revealing. He had me get out so he could see my full outfit. Then he said I could go, because I looked like I was in a hurry. Had another officer follow my friend and I home. He blocked us in her driveway. He pulled us over so he could get her number. She was crying, and he just left. I had another officer follow me I pulled into a store. He came to my car to get my number. I gave it to him, and blocked him. It’s a misuse of power. Police officers should not be allowed to flirt on duty. That should be an automatic dismissal.

I literally just mentioned this already. But a girlfriend and I were going through Louisville and got pulled over by 2 very creepy police. They pulled us over just to hit on us and ask us out. They started to get a bit aggressive until I told them I had a camera and thats when they shut up and sent us on our way. You will want to be careful going through there if you are a girl or if you're out of town. We were terrified because something didn't feel rt at all. Hard not to think what would've happened if I hadn't said my dash camera wasn't on? Just be careful going though Louisville!

This hits a personal note because my aunt who is now dead was abused by cops in the Atlanta area. She was abused by two cops sexually in the early 2000s. They would threaten her with the SAME stuff that has happened to these victims. Our family settled out of court. I honestly think a lot of the power abuse that's so rampant in any hierarchy of people is due to the fact that the government has a monopoly on violence.
In an equally footed man to man interaction, there is a line that's generally respected, knowing full well that if you say the wrong thing, the other guy is going to start swinging at you. If there is no fear of retaliation and there is a lopsided representation of power, the oppressor has full reign over the oppressed.
I don't think violence should be legal so I don't have an answer to this, but it seems to be the main factor at play. Do you think your frail boss would treat you like garbage knowing that you're younger and stronger than him, and very well may snap and break his nose? He would choose his words and actions more carefully in fear of a return of force.
Nature has simple ways of maintaining a balance of power in a mutuality of respect between people, but humanity has found a way to make that far more convoluted by punishing and humiliating those who choose to retaliate, even in the circumstances when it's clear that they weren't the initial aggressor. Many states won't even let you defend yourself from a robbery or assault, somehow seeing you as malevolent regardless of the nuance in the situation.
When cops abuse their power like this it's the ultimate betrayal of public trust
they should get enhanced sentences not reduced, and it is sickening how they are protected every step of the way.

I was raped on LMPD's property. At their impound lot where they insisted I had to go to my vehicle alone, unaccompanied by my friend who had came along. The locksmith came and raped me in my vehicle. LMPD locked him up for one night, released him, and he had his job back the next day. They wanted to do a forensic analysis on MY phone which I refused. Why not his phone? I am the VICTIM.

Policing should honestly require a 4 year university degree. Not a bunch of weeks then here have a pewpew go have fun. If it required courses in psychology, de-escalation tactics, non lethal response tactics, improved self defense, etc etc, it would lead to a much more effective policing force. And pay them accordingly. Make it worth going through that hard training, which would filter out all the people who don't deserve to have the power that they do. I have lived in Louisville, Ky my whole life. I am 34 and I first heard of this when I was a teenager in high school and several of my friends that went to UofL were getting pulled over and sexually harassed on and off campus. One of them was forced to have sexual relations with an officer after getting pulled over leaving a campus party bc she had been drinking and found a blunt in her car. She never spoke out or came forrowed bc she was to scared for several reasons. There are so many stories I could tell. Unfortunately, its been happening for a very long time and still is happening until this day. Its so sad and extremely disturbing. I'm so glad Vice is reporting on this. There was a reporter here in Louisville who knew all about it, but wouldn't investigate or do a story on it bc she was dating an officer. I sware these disgustingly corrupt cops seem to have ahold on just about everyone that is in a position who could do something, but won't bc they are envolved with an officer themselves. I feel extremely bad for all the victims. Even if they are strong and have the courage to speak up, look what happens to them. So sad, they all deserve justice.

Qualified immunity has nothing to do with the cases presented in this video. Qualified immunity is to protect officers who make reasonable but mistaken judgments or decisions. Qualified immunity is denied when an officer takes an action that any other officer knows, or should know, is not legal. If the law is not well established on the action the officer takes then they will most likely be granted qualified immunity.

I am afraid that this happens A LOT more often than we know. I personally know a guy, NYPD, who stopped a pretty Latina girl on a street corner one night and started fondling her breasts. When her friend started starting making a video on his phone, the cop grabbed the phone, threw it away, grabbed the friend and, with another officer, put him in the patrol car, drove off and booked him on some trumped up charge. I know this guy personally. A very nice young man. I know his family. Gorgeous wife and kids. How did he get caught? A store surveillance camera got it all on video. He was fired and got some minor criminal conviction as a result. I would never have believed if I didn't see the video. You give men arrest powers and generally unquestionable credibility in court, this is what happens. It's a fringe benefit, like health insurance.

@@Linux333 That’s a really tough question: who watches the watchman. The officer I mentioned was sentenced to 100 hours of community service. I personally would have sentenced him to 10 years without parole. I hope that would make other cops think twice. The officer in the case I mentioned is named Jonathan Munoz. You can look the story up. That’s my suggestion. Because he’s a cop he should not get a free pass - just the opposite. After being entrusted with so much authority he should get the book thrown at him if he totally betrays that trust. Just my opinion.

My entire career ended after I was forced to make a statement against a predatory police Captain. I was one of 5 victims that the dept knew about. I was told, "you make a statement or be suspended without pay". My life has never been the same.

20+ years ago, a cop followed me for about six miles to my HOME: no sirens or anything to indicate he wanted me to pull over. I drove home frozen in fear, unaware [at the time] why he was following me. I arrived home and parked my pickup in my driveway. He parked in front of the curb. I sat there for a few seconds not knowing what to do. Finally, I exited my truck, walked over to his cruiser, and asked him had I done anything wrong. He stated with a twisted smirk on his face [I’ll never forget] , “no, I thought I knew you from somewhere.” I told him “no, we’ve never met”, and asked for permission to go into my house. He stated, “you can go.” I couldn’t call the police station to complain because I was afraid of retaliation by the him AND the department. I felt trapped. For months, I looked over my shoulder each time I left my house. Even now, 20+ years later, that incident STILL affects me.

I've never done drugs in my life, and have only ever had sex with my husband. I went to grad school, take care of my kids, etc, etc. But I'm not intrinsically better than a woman selling herself; I had external factors like a stable upbringing and a social safety net that propelled me towards a stable life. The tone of these interviews show how crucial it is that they must break up Internal Affairs and make it a separate entity from the police departments. FFS they apologized for making him answer questions. In addition, they drag their feet to an absurd level even investigating credible accusations. Large budget departments do have internal affairs completely separate from the cops/department....has been for years. Problem is, low budget departments can't afford to do that....and I'm sure your ok with defund police which ironically will make more bad cops lol. It's not a secret those that grow up in families of fellow officers know how much better life is if you are an officer of the law, You get special perks, free food, free drinks, special treatment from local business owners and or public schools for your own children, Being a cop gives you higher anarchy within your town or city. The issue lies way deeper than that though, the higher-ups only want their department to look good to the public eye so they're willing to overlook just about anything just so as long as their department looks good so that the mayor and the governor keep sending them money. And this is why they created this form of internal investigation they investigate themselves to protect themselves. It is 2022 people wake up smell the coffee this sort of internal investigation does not work it will never work you cannot allow the police to police themselves it's just that simple there isn't any other way to say it. How many times do we have to see stories like this online or on the news to see that there is a serious problem within our police departments and we have no control over it because it is an organization that is protected within its own walls. Corruption runs deep behind the walls of the thin blue line and we will never be able to fix it if we keep allowing them to run wild without any accountability.

Coming for Louisville today, I love it. This department is so corrupt and misaligned with the community. There is little to no accountability from the leadership within the department and within local government. In fact, they go as far to cover up these incidents. Hence the case with the LMPD explorer program which involved sexual misconduct with children. Thank you for shining this light that the community has been helplessly needing for years.

These women who came out and said something are so strong! All of these bad cops deserve to be on jail. Cops wonder why they have a bad rap and are being cowards by allowing all this to happen.
Yeah there is a problem with good cops not wanting to break rank and rat on other cops. Makes the situation a whole lot worse. We need to take a bulldozer to the blue wall (as if that will ever happen though)

I was almost raped in my house by an officer in Louisville. He told me I needed to reenact the crime that happened to me in my house. SO, I trusted his word on that, but little did I know that's bc AND he knew the rooms the crimes happened in. Shame you're attacked and then almost raped by a cop here. That's NOT even counting the ones who repeatedly drove by to intimidate me, one was REALLY keeping an eye on me. He got my # off that case. He showed up ALL the time in uniform also. Talking sexual, saying awful stuff to me, telling me to get in the backseat with him, or go inside with him, etc. I also told Detective Michael Lauder in 2019 the names again. NOTHING can of it. SMH One was so bad I had to run out of my house, by the ditch, and he kept trying to lure me back in. He would say, "I forgot my glasses inside come back in." I knew not too. All of them I absolutely knew not to. They waited until my kids was outside. Drove by, pulled in, talked to my kids, in gear, and didn't care at all my kids was in the yard talking nasty. It got so bad I hid inside. EVENTUALLY what seemed like FOREVER later and me gaining A LOT of weight not being the hot 100-pound chick anymore. It stopped. It also stopped because one was fired for forcing a kiss on a woman here. He's the one who tried to lure me back in the house. I've tried reporting them, that detective, even # LMPD site but NOTHING came about it all. So, life goes on, but the memories stay.
That's awful. I'm so sorry. Terrifying. Was it ever an option to not let them in?

@@arxsyn The others NEVER came into my house. EVER! They did ALL of that outside of my house when my kids got off the bus. They knew my schedule of when the kids came home and everything from ALWAYS being on the road. (My house also cuts down two of the main roads in Louisville. So I assume since they drove down here ALL the time. That’s how they knew my schedule more. THEN they started pulling in. It was so bad with them. I started taking pictures.) Or if we was outside playing, etc. So eventually I ended up hiding inside my house all the time. Which made me feel HORRIBLE as a mother for the kids but I couldn’t even go outside with them to play or those cops would see me and pull in again. The one Officer Barron came to my house for an attack on me. He wanted me to reenact the crime that was already traumatizing enough. So I thought okay and trusted him. I thought maybe that’s police procedures he needed to see the rooms I was attacked in and go over the attack. So I was telling him what happened, room to room, etc. it was when I got by my bedroom window and the kitchen cabinet that I KNEW I needed to get out of the house. The kitchen I felt EXTREMELY uneasy so I was trying to speed up the reenactment. The bedroom I KNEW I needed to get out. I still don’t know how I got around him. I remember I fled the house and left the door open. He kept smiling, laughing, and saying, “Oh come back in, I have more things to go over, I left my glasses in there, and huge etc.” So I fled my own house. Thankfully the kids were at school. The neighbor knew what happened. She wanted me to report it. He kept trying to lure me back in the house, giggling, using that “voice,” etc but I told him, “no thanks I will stay here. You can go back in for your glasses if you truly left them. (Which I didn’t know how they would be by the couch. So another warning sign.) I will keep right here.” He repeatedly kept trying and that is REALLY when I knew I dodged a huge bullet. Yet after that he used my case which had my # to harass me. His friends kept driving by my house. If I was outside with the kids they pulled in also. ALL of them sexually harassing me. Officer Wagner would ALWAYS talk about his wife, sexual comments to me, and try to get me into the police car. I said NO. Again everything on those cops was outside the house. Etc. They also used my # to harass me. All of them in uniform with guns. ALL! This went on awhile. I eventually remained inside my house. Almost hiding but my phone repeatedly went off and it was them. I again told my neighbor which she’s like we need to report this. That’s when I said, “It’s Louisville, they protect their own, you know this, and I won’t be attacked again, I will hide out, and hopefully they leave us alone.” Took forever for that to happen. She said, “you’re right, makes me so mad, shame we can’t stop them but everyone knows it will all be covered up anyways, and we will be the ones attack by the district or worse.” It actually took me hiding inside and gaining A LOT of weight to stop them. Which is sad in itself. I went to my dads house. I was sitting on his couch and went ghost white. My dad asked if I’m okay and he followed my eyes to the TV. That’s when I said, (news is always on that his house.) That’s him. The officer who almost raped me in my house where I had to flee. He tried to keep luring me back in, I had to flee out my house.” That officer was again forcing himself onto another woman. Apparently a kiss. I called detective Mike Lauder from LMPD in 2019 on a recorded call. He absolutely knows this. He even heard a couple of their names again before he hung up on me saying, “You seem mad.” He then hung up on me. Then we had a traffic stop happen where the woman was touched. She was suing. I seen the attorneys name. I called her attorney. I gave the woman working at the desk the date, time, all the information, and told them to follow the call and they will win 100% the case. That my situation isn’t an OOPS like hers. I hung up and that was all I ever heard on that case. So I assume they settled out. I spent from 2019- until now hashtaging, reporting, and ESPECIALLY trying to get Detective Michael Lauder fired. Instead they transferred him into another area, took him off a case I have been helping on since 2019, and he’s enjoying life sadly instead of fired himself.

@@arxsyn when I mean “OOPS” like hers. When the officer was touching her body at the traffic stop with her husband there. They used the “he’s a rookie, didn’t know better, and another cop stopped it, and told him how to do the pat down.” They basically called her situation a mistake and an OOPS. I told her attorney about my stuff and said, “get the calls, information, etc. you will 100% win. Mine isn’t an OOPS they can get out of.”
The moral of the story here is if you ever wanna commit crimes in the future, make sure you are a police officer first. You are less likely to receive harsher sentences that way.
