I looked it up because it just hit me for some reason from WAY BACK. That's a funny bit! There's no insult involved it's JUST KIDDING AROUND myself (Italian background) and my Irish friends would rib each other all the time. Never led to a real argument or fight and was MUCH more brutal than this :) We knew the hatred was REAL between these two groups at one time and perhaps it was fun to joke because of how ridiculous the real hate was.

Yeah, it's also very common humor in the military. I'm not in the military myself, but I am surrounded by vets and active-duty people in my college. And let me tell you, the only humor we know involves ribbing the shit out of each other. You give just as much as you get. We know we don't mean it, and we just laugh about it and move on.
