Rappler Talk: ‘Fixing the foundations’ of an education system in crisis

- Acknowledging that the country is in a learning crisis is only the first step. Swift and decisive action must follow, the Second Congressional Commission on Education (EDCOM 2) emphasized in its new report.
On Monday, January 27, EDCOM 2 released its Year Two Report, “Fixing the Foundations: A Matter of National Survival,” which zeroes in on the “structural roots” of challenges in the Philippine education system.
Why have problems persisted for decades? How do various issues impact the quality of graduates the system produces? What should the government and other stakeholders do?
Rappler’s Bonz Magsambol sits down with EDCOM 2 Executive Director Karol Yee to discuss the findings of their latest report and the way forward.

I am a graduate of a bachelor's degree in education in 2024 and as an education student, we undergo an internship or practice teaching.
During my internship sa highschool, totoo po talaga na meroong mga student who are struggling with reading o putol2x at nahihirapan magbasa ng diretso. And even after they read at least 1-2 sentences, they cannot even comprehend of what was the main idea, concepts or characters sa binasa nila.
In terms of teaching pedagogies or instructional strategies, at the very beginning of my every lesson, I introduce some words or concepts (Word of the Day) and so that it will cater them to further comprehend of what is the role of names of events, people, ideas, or concept to their new lessons.
I think it might be one of the considerations na dapat i-adopt in prior sa instruction.

I have been listening to this gentleman for quite some videos already and as a teacher on the ground, the problems and solutions he mentioned are so on point. The only question I have is, what are the policy makers in DepEd, in Philippines in general, doing? They know the problems, they know the solutions, yet our education system continues to decline further into the abyss.
While I understand that there’s no magic wand that can solve all this crisis in just a glance, we might as well, at the very least, see little improvement. Sadly, there’s none.

May all these findings will not fall into deaf ears. 25 years in Deped, I know i will sound negative, but I am very sure I will never see any pivotal and impactful change in Deped in my lifetime. All those findings has been going on from time immemorial. Pakiramdam ko, lahat ng nakaupo sa malamig nilang upisina sa Deped kinain ng sistema, bingi at walang pakialam sa nangyayari sa mga guro at mga learners. Being the guidance designate to almost 3k learners, with 7 classes daily and the endless admin tasks, it's insane! Not a week pass by without class disruptions. There is too much activity outside the teachers scope of work, too much tasks unrelated to a teacher's main job, TO TEACH. :-(
Totoo yan. Overburdened ang mga teachers sa public schools. Iba ang working conditions dito. Mabuburn out ka na lang. Sana maaddress tong problema na'to. Piliin natin ang mga competent leaders na mamumuno sa atin lalo na yung appointing chief officer na magaappoint ng head sa bawat ahensya.

In all of this educational issues that have been tackled, the education institution must rigidly align the system (inluding the Curriculum) to the students needs in todays generation and in the future to come.
Sa totoo lang po, TINATAMAD na ang sangka-guruan sa pagtuturo at pagtulong sa bansang walang pag-asa. Ang mga magagaling na teachers sa Pilipinas, umaalis po. Opo. Umaalis.
Mass promotion is one of the root problems. Why would the teachers who fail these students to teach them again and why are their rankings affected by these failing students?

Invest properly in education. The cue word is investing properly in education.
I pray that your ideals may not only be in words but put into reality and that it will reach to the least, the last of this country. So much more with the lost.
Dito magaling ang mga Filipinos - All Talk No Action! Issues abound ad nauseum. Money is spent going overseas to find out what makes their education system work. The broken education system is as old as time itself and the pundits are acting like oh it's such a new discovery..wah! 25,000 schools do not have a principal. You have underfed and undernourished school children, teenage pregnancy is rampant, hundreds of teachers have to retake the Licensure Examination multiple times before they finally pass the exam..where is the integrity of the profession? And people are still talking about the problem like it's so new when what they need is to STOP TALKING AND START TAKING ACTION!
Upgrade the curriculum content to 21st century knowledge, and bring it back to the 90s way of teaching. Reduce the teacher to student ratio. Build more schools. Teach students responsibility and discipline and the rest of competencies will take care of itself. We dont have to overthink and overdo it. The system itself is overwhelmed by sheer population of students. We just have to scale the system from the 90s. Most of the ones that are doing well now overseas are the product of the 90s system prior to k-to-12 system. We need students that are prepared for real life responsibilities beyond schooling. We need to stop putting safety nets to these students so they wont fail. They need to fail if they have to, lessons of failure is better learn on their early years. It will produce more resilient workforce regardless of the shortfall on the government when it comes to producing quality jobs and building a progressive and a truly free nation
Its been 2yrs on for edcom 2 and quick actions are still underwhelming. We need to save our future now, we need actions NOW. Lets not wait more years and lay waste to our children's future, our nations future
Lack of interest and study habit is the real problem learners now do not have study habit and parent also are not responsible for their childrens study pinababayaan na lang sa bahay walang follow up papasok lang na hindi nag-aaral wala silang sense of accountability sa kanilang pag-aaral. Bakit ba noon mahirap din maga bata nagugutom din kami but because takot kami na pumasok na hindi nag-aaral at walang assignment dahil pagagalitan ng teacher..now dahil sa child protection wala ng takot ang bata sa teachers plus parent na kunsintedor plus corruption in the department walang matinong textbook ano ang babasahin ng bata..hindi po principal ang sagot dyan..ayusin nyo ang curriculum alisin nyo ang politics at corruption..marami kayong nakikita but the true problem ay tinutugunan..bakit lack of principal naman ngayon ang nakita nyong problem..hindi yan ang true problem mali na naman ang study nyo..go down to the field para malaman nyo ang true problem..HINDI PO ANG KAWALAN NG PRINCIPAL ANG PROBLEMA!!
Naku po kung alam niyo lng ang systema sa public schools, maawa kayo talaga sa mga teachers at students
