Maybe the end dimension never was meant to be spectacular? Like it is a "joke ending" to be exact. The developers wanted to communicate that the game has no real ending even in the credits and that it still moves on. So maybe they do not want this "joke ending" of the game to be turned into something beautiful or unique? Maybe because that's exactly what people first think of when they imagine the ending of a very popular game? Something epic and something that everyone remembers. They do not think of something boring or empty. Maybe Mojang doesn't wants to contradict their original idea of the boring and unspectacular "ending" of the game that never was supposed to be the real ending of the game anyway? That the player decides for themselve when it is time to quit as their imaginations have no limits? Just a guess from my standpoint as I can see that Mojang doesn't really tries to follow the same dress code as many other game studios and maybe even wants to give a little protest with the dissapointing/not satisfying endings that many other games have. This end dimension is just a parody/mockery of these "endings" from other adventure/survival games.

With all the hints they've been dropping lately, I feel like the most likely timeline for the few updates would go like this: 1.22 - Either a smaller "fleshing out" update that will add some minor features to the Overworld and possibly the Nether in preparation for the End update, or the End update itself. 1.23 - The End update if the first scenario is true for 1.22. The next 1-3 updates would probably be more regular updates like 1.21 and potentially more minor End content to flesh it out a bit more. The Update Afterward - Most likely the update to finally add the Sculk dimension. If I'm right and 1.22 or 1.23 is going to be the End update, then with all of the *TOTALLY NOT IN YOUR FACE* hints present in the game already about a sculk dimension existing at least in the lore, that means that all three dimensions will have been updated and it's only a matter of time before we finally get the new dimension.
