Lisbon is for those who prefer big cities, but the cost of living is also higher (mainly because of rents). Even in the nearest cities it is still expensive to live (Cascais, for example). Setúbal is a good option for those who want to be close to Lisbon, but they don't have to go there every day to work. Porto is the second largest city. It is also very busy and has good services and entertainment just like Lisbon. However, it is another expensive city. It is also possible to live in Matosinhos or Vila Nova de Gaia, which are neighboring cities (15 minutes by subway). The Algarve region (southern Portugal) is where the climate is warmest. Favorite place for many European retirees, which are responsible for high prices in the region. Always full of people in high season, but the availability of services decreases a lot in low season. In my opinion, the best cities to live and tour are Albufeira, Portimão and Lagos. Braga is the third largest city. It is not as expensive as Lisbon and Porto, but it still has a great structure of services and cultural entertainment. The city only has no metro and airport for domestic and international flights. For me, it is the most cost-effective city. It is 40 minutes driving to Porto. In the central region of Portugal, there are other medium-sized cities that can be considered as good options: Coimbra, Aveiro and Vizeu. Even though I considered some cities as expensive to live in, life in Portugal is still much cheaper if we compare it with other European countries, mainly in capitals like Paris and London.
Since my first short visit to Portugal last year February, I have been dreaming of returning during our Canadian winter months. During my visit, I saw the country through the guides of a Globus tours. I feel in love with the place, the people the history, the food all of it. I think I am feeling some kind of ancestral connection to the place. I am worried that time is slipping away and the pandemic is now another obstacle. Keeping hope alive!!
Portuguese themselves are rather fond of the Alentejo, which is the region south of Lisbon, between the capital and the Algarve. Comporta and Melides seem to be the new hotspots there. Also, north of Lisbon, you have the silver coast. Still beautiful with good weather, but with much better prices.
I visited the Lisbon area in 2019. Very beautiful city. The people are nice. Loved it, however I don't like living in big cities. I would live within 90 minutes of it. I liked everywhere I went in Portugal. Truly a gem. I would prefer to live not far from a beach. The Algarve would be my choice

BUT!!!!! - Would you like to reach the beach via a boardwalk or directly from the parking lot? - Are you a simple tourist that do not fancy going to any expensive restaurants? - You enjoy cheap GOOD food? - You like fresh, GOOD tasting local cuisine! - Bars with cheap local wine? Then Alvor would be your no. one choice!! My favorite restaurant that has it ALL! Is PANDA! Take a walk up to the end of the restaurant street. Walk another 100 meters. Just by the big round- about on your left THERE IS PANDA!!!!!! ENJOY!!!! Another bonus. You might also find especially during low season cheaper living on the west side. Private or via the Alpharooms.com. Even you from the nordic countries never been on the Algarve. Live /Stay cheap renting an apartm. in the autumn Aug/Sep. and onward in for example Portimao at Plaza Real Apartamentos or Studio 17. Really Nice!!! That was great information but if you could just show a map as to the areas you were talking about that would be great. Many people are visual learners and need to see pictures or a map.
We may look at Portugal once we get closer to actual retirement. I'd like to know more about condos for sale, preferably with ocean views but not necessarily on the water, in the $150K to $250 range. If you have some recommendations regarding where to search, that would be helpful.
What are your thoughts about Trafaria? There was small house for sale that was maybe a less than 10 minute walk to the ferry to Lisbon that interested me. Is that a good area to reside? Or even staying, when visiting Lisbon? I have been to Portugal.
I just returned from Madeira and loved the island HOWEVER; the driving was the MOST terrifying experience of my life. Narrow roads, steep inclines and ravines and no guardrails to prevent cars from being launched into outer space. Looking at mainland Portugal now.

Both have their admirers! Winter isn’t too bad here and lots of properties available. The drawback is that much of the local population is elderly and it can feel a bit like “gods waiting room” when compared to Cascais or a more vibrant area.
I have been reading total monthly budget in Porto between $1400 and $1600 per month with rents between $400-$450 a month for a 1 bedroom or large studio Is this reasonable?

Please do alot of checking before moving there. Many things to take into consideration. After we visited, we realized that it was absolutely not the place for us. Very beautiful scenery but the very narrow hilly roads with hairpin turns and large tour and city buses to deal with were not enjoyable. Many tunnels to deal with also. We found the people in the mainland very much more open and kind.

what are good "flat" towns that are not hilly? Like say Vila Real de Santo Antonio. Any others like it?
Flat towns in the south I would recommend Tavira, Beja and Sines. In the center/north I would say Peniche, Aveiro and Ovar.
