First of all, there's nary a song in existence that's as hard to sing as this. I had a killer Priest tribute for the better part of a decade and this song was always performed last because there was nothing left of my voice afterwards. Now, try and do the studio version 6 nights a week on tour. Not possible. End of story. No one could pull that off without sounding like complete shit at times. Trust me. You'll notice Rob's vocal style got much "dirtier" after Ram It Down. He made a choice of sorts. In a sense he painted himself into a corner with the Painkiller CD and Halford material because he decided to go a little more hardcore with his voice, which was great, but also almost impossible to reproduce consistently 5-6 nights a week. His style change cost him the ability to hit the notes that became synonymous with Halford. Sure he was still great in the studio, but that's completely different than reproducing it live, consistently. It's all smoke and mirrors now live. Can he still sing? Absolutely, but the guy we grew up listening to on Screaming For Vengeance and Defenders of the Faith has long been a part of the past in a live setting for well over a decade.

I was born in 94 so I’ve only been able to see Priest live recently on the epitaph, redeemer of souls and firepower tours, and you’re right he doesn’t have the range to do the 80s stuff but when they do it anyway I think he’s one of the greatest vocalists still as he’s able to sing through almost any song and make it sound good, and still when they do painkiller or victim of changes people still go nuts over his ‘screams’ because he knows when to do them during the show too... I could say his style as a singer has ‘matured’ I like his midrange voice now and he even has done a little gutural style on songs like painkiller or metal gods...
