Austin, I'd try some black beauty on it. It is an abrasive that eats through anything. You'd probably want to "smooth" it out with the walnut/ glass mix then the vapor honing. Just my 02.

Lather some on thick, let it sit, put more on it and let it sit. Don't let it get dry, keep it wet and let it work. It will curl the paint up as you go.. Otherwise, muriatic or sulfuric acid in a WELL ventilated area in short exposures. I used chemstrip on a Firebird a while back, and it needed multiple applications to get it up. It would loosen and I could scrape it off with a putty knife. Alternatively, you could ship it up north and I will do it for you with my blast cabinet and various coarseness of media. I strip rust and other hardcore stuff all the time up here, I'm gettin good at it.
I already did this on my 421S.D decades ago, found out a original Edelbrock torquer intake ( NOT THE NEW Torquer II there a total dud) the OLD Torquer with a Holley 4150- 850CFM D/P out flowed the dual quads all to hell ! over 4,000 rpm as the Quals are totally DONE at 4,800RPM.
That stuff looks an industrial bake on epoxy of a bake on enamel. I will look for some options and let you know what I find. It will be a productive use of my time, better than staring at the mind suck and drinking beer all evening!
Why are you worrying about the bottom you don't see that do the top it's probably the paint that they put on there for boats to keep the aluminum from oxidizing😅
I have exhausted my resources. This includes the ppg auto paint supplier, all the effective old school strippers are no longer available due to epa regs(jackass central). I will keep looking, I have a few estate sales this weekend that I will check out, I have found old stuff and gotten them for free.

Sometimes elbow grease and good old hard work is what it takes we as a society nowadays is so used to getting things done now for some people even a microwave oven isnt fast enough there was a time which we cant even fathom nowadays that they didn't even exist and everything was cooked either on the stove or in the oven and for years my mother would have nothing to do with a microwave oven lol you know what im saying tho what did we do before strippers ? Save dollar bills i suppose lol but again the fast way does not always work and it takes good old fashioned elbow grease to git er done !

My guess is it may have been powder coated. Eastwood makes a great product to remove that coating.
Try scuffing it with a medium duty wire or copper brush. They may not scratch the surface as much.
I use small disposable wire brushes and scrapers of all sizes.

It DOES feel like that's possible, just not anything I have ever seen someone do to and intake manifold.
Did you use plastic bead? I have had several people tell me it's what they use to clean and give aluminum a great look.

Find a place that does chem dip. Also, I would have just painted it, but I hate shiny so much I won't even use a chrome wingnut for the air cleaner
I suspect it was powder coated not painted. Only heat removes it.

Try to use a scotch Brite pad on it before you put stripper on it. Maybe if you scratch the surface the stripper will work better
