Floo has been an anti meta rogue pick for multiple formats in a row and it wont stop unless they ban shifter, and even if they do, that deck is still really solid due to them not caring about Fuwaross that's coming out soon (Perulia solos them tho) and they still would have feather storm, which is certainly one of the cards of all time.
speedroids before apollousa was banned were pretty good, i reccomend lightsworns with bystials/branded, lightsworns have many level 4 tuners and bystials are level 6 you can synchro into Swordsoul Supreme Sovereign - Chengying, also lightsworns can make michael, minerva, judgement, and branded can make albion also dont sleep on the new zombie world zombies
Made a Melffy deck for a similar price, not including the shipping via TCGplayer. It's not super competitive in the locals or tournament settings but it's also got tons and tons and tons of options with the extra deck and has room for lots of hand traps. It can definitely put up a fight in the rogue and casual kitchen table territories where you don't see 900$ T1 hyper optimized OTK.

4:45 ZEUS was reprinted in the 2 Player Starter Set, along with a few other good Extra Deck monsters, which is how I got it for my physical Traptrix deck. Also, Traptrix recently got support in the form of Banishing Trap Hole, a card that is currently overlooked but hits a lot of meta starters and extension, and does not destroy, like Bottomless. It is also quite affordable, around the 1 dollar range too.
exosisters is a good one! i think it went under people's radar, but thanks to the reprints in rarity 2, the deck is VERY cheap now. martha playset and zeus are the most expensive cards, and theyre still under 15
Nice video in my opinion I think a dino deck is super budget friendly (with out ground xeno) and i am talking from experience since i am running a dino deck right now and in total i spent around 30 and it has a lot of negate with evolzar cards and ultimate conductor

Only has 1 printing lol😂 Also Utopia can compete but a competitive version has to run Crossout plus targets to not die (plus Dimensional Barrier makes you cry too so even more reason to include Crossout). Gotta run 3x Mask of Restrict in the side for all those Kurikaras, Kaijus, Golem, and Sphere Mode (probably a jank counter move but you ll draw into them off of Xyz Tactics).
1:29 Main Set never reprint cards so ROTA will not contain Abyss Shark, only chance for this are high rare prints like starlight or ghost rare prints and this card is not a realistic candidate for that

Every deck is a deck under 30 dollars, if you use proxies. It's not unethical if Konami uses those horrible gambling, price goughing, shortprinting etc. Practices.
Every deck you showed beside floowander and traptrix will be hafing 15 % win rate( even floowander and traptrix are very rogue) 2 negates in modern yu gi oh is nothing plus you need the ability to go for the otk next turn we life in a time where board breaker 12+ hantraps are normal and if you go second all the decks you showed are ussless .
You're right, you can't make a really competitive deck with less than $30, but I don't think that's the point. Those are nice to start playing on a budget and just have fun. So... Have fun.

In my opinion shark has to be the best deck on this list because of the new support in ROTA.

Dimensional Barrier hurts a lot. I can see needing to play crossout for sure. Mask of restrict is interesting I will have to try that out.
Due to Rarity Collection and other reprint sets, Purrly is incredibly cheap now.
