Use better flux and solder. Like kester 60/40 0.031", and MG Chemicals 8341. Could also be your tip or temperature. I wouldn't put solder mask on anything unless you need to insulate something.
I personally use a xacto knife to expose vias. What flux are you using? Try Stirri if you haven't already. The way it was explained to me is Stirri is Amtech formulas, just you can buy directly from Stirri unlike Amtech. Would love to see a video on it. I'm waiting to go through my MG Chemicals syringe before I buy some Stirri. Great work as always, thank you.

We do use leaded solder 720 f.
Where do you get these Instinct chips? I found one on Aliexpress, but the review photos look nothing like the real one, kinda looks counterfeit
I love these chips. They're all I use.
A grinding pen works wonders on the CLK point, RST point, and for Kamakaze as well.

Check your soldering. Use multimeter in continuity mode. Check for bridges or shorts. Good luck

I found solder mask can cause shorts.

The UV ones? doubt it. Maybe your multimeter is too sharp?
