Photoshop isn't meant for drawing. Yeah, it can do it, but any drawing specialized program is going to be so much better. I've used Photoshop for about 15 years now. I used it for virtually every project that had anything visual that wasn't vector or heavily text based. The second I used a drawing program it blew my mind. Specifically I tried Krita, which is free. It made me realize that drawing in Photoshop is like banging in a nail with the back of a screwdriver. Yeah, it will drive the nail in, but just get a hammer.
