I think it's more like Zamasu gets weaker, as even before Vegetto appeared he started stomping Goku and Vegeta easily, then had trouble with a battered Vegeta and Trunks, and THEN Goku gave him a better fight than those two and won in a beam struggle, maybe, since we know the fusion wasn't perfect, that could be a secondary effect of it.
That said i think Seth didin't even need to go down that rabbit hole of a topic to justify Jiren
