Their western built petroleum infrastructure has provided unlimited funding. They could afford to buy the necessary expertise. The US overpays for military procurement and a few people make a lot of $, but the equipment the military receives works as designed. In russia, a lot of people make a lot money at every stage of military design and procurement. Nothing has to work as designed or even at all and everyone still gets paid.

But a drone is a couple kilogram at most, and has a radar cross section that of a large bird.. and the cost is, as you mention, low so its not cost effective sending AA missiles worth millions at them. Providing equipment to the front lines is a logistical operation, so using drones and artillery to hit the Russians should have no effect on the Ukrainians' ability to provide equipment to their front lines. If anything, it should make it easier, because having their supply lines hit should weaken the Russians' ability to interfere with the Ukrainians' movement of equipment.
