You know, I have no idea what they are doing with the writing.
The reason why even the Crusader Clans thought Perez gone too far was not because "the poor civilians" but rather that Perez used too much force, in the novel it was just riots so the expected thing to do was to deploy Elementals and pacify the city, there was no battlenechs so the whole thing looked like using too much force and the Clan culture is about usage of as much forced needed to deal with a situation not, more that required ... the whole "bidding" that comes bitting in butt as a result of underestimating the Inner Sphere and not committing the forces they actually needed.
As a result what this mission does is validate Perez decision because nobody was really shy of leveling cities, after all Kaliningrad City happened and that was also Clan Smoke Jaguar and in the First Succession War all sides were throwing nukes like the Ares Treaty didnt exist and only stopped doing that because they started running low on nukes and the remaining infrastructure was critical for both sides, anyway because there were riots in the city and there were Battlemechs in Edo ... Perez decision to use orbital bombardment was perhaps a bit "extreme" on the use of resources but entirely justified by the presence of a actual military threat to Smoke Jaguar forces.
Granted, outside this being a event players would hear but not participate there wasnt much else they could had none because combat, if it was me I would simply force players into using light mechs and having a few little light mechs and armor with the "big boss" being the dropship but the way members of Clan Smoke jaguar are acting is often strange as if they are afraid to show the Clan culture since yes, they are the bad guys and so is about everyone in the Mechwarrior universe, even the fabled Star League as you can ask the Periphery about it so its just weird to me the way they act.

You make some good points, but I think the overall point was to show how the Clans aren't just a monolithic group of moustache-twirling bad guys or Khorne Berzerkers. All the members of the star have their own take on the clan's ethics and they're all understandable despite not perfectly lining up.
(There's also the fact that BattleTech literature is always understood to be from someone's perspective and not objective fact, so everyone's constantly slandering everyone else.)
I've got first hand experience as a soldier doing my own job and becoming disillusioned by actions happening around me that are outside my control so this story actually resonated with me a bit despite just being a "silly videogame with stompy robots" :)
