What international treaty did this cop violate? The car is unregistered. Period. The law requires the car be registered. The papers he has only allows him to import the car into Canada. It does not allow him to drive the car. He still needed to register the car in British Columbia in order to drive it. There is a reciprocal agreement amongst all 50 States and the Canadian provinces that recognizes the registration and insurance of each other's jurisdiction. That is not a treaty. Driving and highways are State concerns, not a Federal concern. There is a lot of ignorance on who is right here. And the cop is correct.

I was traveling cross country and got stopped in Texas, Texas cop insisted I had to have a Texas plate and Texas drivers license and my Arizona plate and license weren't valid in their state. I suppose that means that every person who travels across the country try must have about a dozen plates and i.d.'s according to these geniuses. I hate dealing with cops, the ones in my state are bad enough but those in the south.....

And without that State registration, he may not drive on a State highway. The driver showed him Canadian importation papers, NOT a registration. He needed to register it with the Province of British Columbia and show proof of insurance. Canadian provinces and American States have reciprocal agreements that allows Canadian cars to drive in the US and American cars to drive in Canada. But the driver had neither country's registration.

BUT, he never registered the car in Canada nor insured it. he then drove across the border into Washington. The Border Customs only checked to see that the car was legally imported. Customs does not enforce State law and they do not car if the car meets local (State) laws. The cop is very correct. The importation papers only allowed him to bring the car from Dubai into Canada. That does not allow him to drive it in Canada or the US. He must register the car in Canada or the US, even if his visit is only temporary. And he must insure it in Canada or the US in order to get it registered. There are thousands of cars imported from Japan and Korea and Europe all the time. They also get importation papers. BUT no one may drive them on the road until they are registered by the State. (I imagine some are driven from the truck onto the dealer's lot, but hey, a few feet?) All those importation papers do is put the car on the same level as cars manufactured here. A personal importation is slightly different but must meet nearly the same requirements. But no car, anywhere in America (or Canada) is allowed to drive without having been registered and insured somewhere in Canada or the US. The cop did not make any mistake. The owner did in thinking importation papers allowed him to drive on a State roadway.

Tell me Sparkles, what did the cop get wrong? The Federal Government regulates the importation of vehicles. They do not license them for driving. The States do that. And without that State registration, he may not drive on a State highway.
The driver showed him Canadian importation papers, NOT a registration. He needed to register it with the Province of British Columbia and show proof of insurance. Canadian provinces and American States have reciprocal agreements that allows Canadian cars to drive in the US and American cars to drive in Canada. But the driver had neither country's registration.

All 50 States and the Canadian provinces have a reciprocal agreement that they will recognize each other's registrations and licenses. Yes, there are occasional errors by small town police.
But this guy did not have any registration. He had an importation permit to bring the car into Canada. That gets the car into the country but does NOT allow him to drive it. The car must still meet local requirements, including smog levels.

This is a very abbreviated steal from a longer video on UA-cam.
The dude imported the car into British Columbia. He was given importation papers from Canada. BUT, he never registered the car in Canada nor insured it. he then drove across the border into Washington. The Border Customs only checked to see that the car was legally imported. Customs does not enforce State law and they do not car if the car meets local (State) laws.
The cop is very correct. The importation papers only allowed him to bring the car from Dubai into Canada. That does not allow him to drive it in Canada or the US. He must register the car in Canada or the US, even if his visit is only temporary. And he must insure it in Canada or the US in order to get it registered.
There are thousands of cars imported from Japan and Korea and Europe all the time. They also get importation papers. BUT no one may drive them on the road until they are registered by the State. (I imagine some are driven from the truck onto the dealer's lot, but hey, a few feet?) All those importation papers do is put the car on the same level as cars manufactured here. A personal importation is slightly different but must meet nearly the same requirements. But no car, anywhere in America (or Canada) is allowed to drive without having been registered and insured somewhere in Canada or the US.
The cop did not make any mistake. The owner did in thinking importation papers allowed him to drive on a State roadway.

The carne is mostly used with touring bands that have tons of equipment and play in multiple countries in consecutive days but it also works for importing cars into the US and many other countries
Basically it is an insurance document that allows for the temporary import and export of what ever is included in the carne document, Yes Bands use them so does any one who brings materials into and out of any country for use on a temporary basis it ensures and insures said items will be taken out again after a set period of time.

Washington law requires all cars be registered and have a license plate (or trip permit or temporary tag). Cars are registered by the State. The Federal Government grants import permits. BUT, that only allows the car be imported. It doesn't register the car. The Federal government can not tell the States what cars may drive on the highways.
The guy could trailer his car all over America, but he can not drive it until it is registered.

BUT, you want to say the cop is wrong with no idea why.
First, the driver said he had a permit. He didn't. He had an import permit from Canada (British Columbia). That is issued by the Federal government to allow a car to be brought into Canada. In order to drive the car in Canada, he still needed to register it with the province, the same as in the US. He didn't.
He used that importation permit to enter the US. BUT, that only allows the car to be brought into the country. it doesn't allow the car to be driven on the road. Border control is the Federal government. Registering the car is a State requirement and State law applies. Here, (and in Canada and all 50 States) State law requires a registration plate be attached; a regular license plate, temporary plate, or trip permit. Since he didn't have any proper US registration, he had no plate. That means the car is unregistered and not allowed on the road. He could have trailered the car to where ever he was going, but he is not allowed to drive it.
Also, in America he needs insurance from a licensed / recognized company. No insurance company will (or can) insure a vehicle that is unregistered. So even if the car is insured in Dubai, that insurance is not transferable to the US or even Canada.
The cop was correct. The guy is driving an unregistered and uninsured car on the roadway.

I will repeat where I think Law Enforcement is headed, the body cam of the 2030's will have a mic and speaker, and a live AI that will listen to the interaction, and advise the officer of the law. In this case, Siri would interject the rules and paperwork that is legal, and the conditions under which he is allowed to use them. It will also have a challenge mode, where you can get a live judge who can issue an in field ruling to save the courts, officers and citizens time and aggravation by clearing up any misunderstanding.
