When I used to play before the skill rework, my mechanic was built for situations like this, efficient with the welder, faster when the sub is flooded and by going down the old tinkering line I could for pumps to work well beyond capacity even with no power.
In times of crisis i was there going "I DON'T CARE IF YOU HAVE NO POWER, WATER OUT NOW!" often having others prop open doors so the water would get to the pump I was overclocking.
