Cortex actually breaks it again before they enter the 10th dimension. He says "There would've been two dimensions, but we ran out of time." This refers to the game being rushed and not having as much content as the developers initially hoped.
It's more like: Cortex is Acti, Penguins are the Devs(they're complaining about a bounced check), and Crash represents the fans who are watching the scene.
I always took it that "Wrath of Cortex" was the in-universe codename for operation "unleash the Elementals and use them to empower Cortex's latest mutation", which of course could be taken as a metaphor for the game as well
What makes this scene even funnier now is that the whole series is being retconned with the announcement of Crash Bandicoot 4: It's about time starting with Wrath of Cortex.
The only problem with the game were the loading times. Other than that, I thought it was a pretty good game. What's funny is that people say this game is too similar to Warped (which I agree) but still praise Mario Galaxy 2 (good game, but you have to admit it's too similar to Mario Galaxy 1). I swear, some people are hypocrites
