IMO the only thing you need to make it is some ability to build in Mecabrick, basic animation skills and eventually some texture painting. It is actually not that hard to do this. Rigs, Shaders and Lego models are generated automatically. That is why Lego animations in 3D are not hard to make, even though it looks good it is really not something that requires 3D skills and so it is really not that impressive achievement.
