High Speed Pursuit ends in fatality accident - Arkansas State Police PIT fleeing BMW ejecting driver

- Опубліковано 29 вер 2024
- September 24, 2023 - Little Rock, Arkansas:
The incident occurred around 9:20 p.m. when a pursuing officer initiated a Tactical Vehicle Intervention (TVI) -- also known as a precision immobilization technique, or PIT maneuver -- on the fleeing suspect.
The term "tactical vehicle intervention" refers to a practice in which a trooper rams the rear wheel of a suspect vehicle in an attempt to spin it out of control and end the chase, Department of Public Safety spokeswoman Cindy Murphy said previously.
Sunday's chase began when the suspect, driving a 2006 BMW with "fictitious tags," was speeding westbound on Interstate 30 and failed to pull over for a state trooper.
According to the release, the suspect exited the interstate at Geyer Springs Road and drove through two red lights before returning to I-30 going eastbound. The BMW accelerated, exceeding 120 mph and nearly collided with another vehicle.
The trooper conducted the TVI maneuver near the Stanton Road overpass.
The suspect died of injuries suffered in the resulting incident.
According to the release, an FN Five-seven semi-automatic pistol was found in the car.
The state police said the Arkansas State Crime Laboratory identified the suspect as Byron Brown, 32.

@wascash Fictitious tags are usually put on stolen cars. His actions got him where he is.

@wascash everyone knows how the Arkansas state troopers handle running from them. The higher you speed away, the closer you get to death. In 100% of cases the person broke the law, simply by running. 99% of them ran bc they broke the law earlier. Let's not act like these people are innocent people being hunted down. To not get killed, you have multiple ways out. 1) don't break the law 2) if you break the law, comply when the law stops you. Fight it in court if you think you didn't break a law 3) don't run from the police. 4) if you do run, don't speed at insane speeds. This guy had multiple opportunities to Avoid his fate. His life was in his own hands. All he had to do was one of the four options above and he would still be alive. It's not like they are hard options to follow. 95 percent of us probably follow them every day. Telling the troopers to not PIT vehicles when they reach certain speeds is basically telling the bad guys to reach that speed to end the chase. Then you end up with california style chases that last for hours and actually probably have more damage to innocent people.

People talking about the breathing.. I've had 2 brothers were were considered "dead" with this same breathing. I witnessed it myself. One in an auto accident with severe brain trauma, died 4 times, and broke every bone in his body, and spent 3 months in NICU in acoma. The other brother shot in the head with a 45. had to put brains back in... They both survived, and are miracles.. sometimes God has a bigger plan.
Happy endings are always nice. 😊

That's why pitting in most states is not allowed at high speeds. These cops in Arkansas live to make someone crazy they love it.
@@totallyrandom4816 after watching a few of the clips of the Arkansas troopers they are definitely next level, but I found most cases on film, they seem to be relatively tactical in how they do these manoeuvres, with exceptions. I’m not sure they love taking lives though, nobody in their right mind would feel any kind of good standing there listening to that man take his last breathes the way he was. I’m glad we couldn’t see him. I agree that doing these at high speeds is really dangerous, the one where the cop car launches into the air, that guy died aswell and the cop almost died aswell. It’s definitely a technique that shouldn’t be performed above a certain speed.

Or does this differ from state to state. If it is the case the cop commited murder
How about you do some research before commenting such ridiculous statements
Okay, some decades ago I woke up and smelled the coffee. This here feller decided he could save money by sticking license plates onto his newer model BMW that came from another vehicle. Ahlllright, so he knew he was taking a risk at being caught. What you do is figure on an endgame for if you get caught and pulled over. Since it is a calculated risk, you do several things to reduce the risk of getting caught. Only drive that BMW when absolutely needed. Gonna need places to park it where the tags won't be much seen, like between cars. Ohkay, so in case you get pulled over, make sure you don't have anything illegal or questionable in the car, and, if you have any warrants, take care of them, and, best not use that BMW until any warrants are done with.
If you do get those flashing blue lights behind you, plan on pulling right over, show hands, be calm, be honest, and take the fictitious tags misdemeanor or citation. Right it off as an, oh well, i got to save on license plate fees for awhile, but now its time to pay up and to pay the penalties costs. So, there goes buying new shoes, pants and shirt, and there goes those dates with Judy, and lots of other things.
Do these kinds of things you end up with extra added costs, but you get to stay alive. Your BMW doesn't get totalled, your parents and family don't have to cry, People don't have to remember you as a fool who threw his life away to save 150 dollars on licensing his BMW. Better yet, Instead of that expensive BMW, he would have been better off buying a Subaru Forester that'd cost half as much, and could have afforded those license plates.
Dang dude, when a trooper lines up behind you to pit you at 100 mph, give it up and pull over, because know what? You lost that chase...as expected.
Parents? Teach your kids how to pull over when pulled over.
Arkansas DMV, ensure there are test questions for renewed or new driver licenses about how to get pulled over. Arkansas, some rgb neon billboards along the highways reminding drivers to pull over and show hands whenever blue lights flash behind you, or at least yield if they are going by you.

You would think that a person with two previous felony convictions for fleeing, along with felony convictions for drugs and assault, may have learned something. The last time he was caught (in 2020), ASP had to PIT his vehicle twice and then he fled on foot. All he got for his previous convictions were fines, probation, probation revocation and then more probation. Maybe that's the problem, he probably viewed the continuance of these actions as not really having any consequences. So thar' ya go!
Those types never learn.
Well, he's done running now.

Wearing your seatbelt as a front-seat passenger can limit your chances of moderate to fatal injury by 50% and of dying by 45%.
What they dont tell you is about all the injuries from seat belts. You get whiplash and it will injure your spine.. Thats why they come up with Air bags that break your nose.
😂
All he had to do was stop and get a traffic citation and maybe get busted for a firearm. He chose stupidity instead, and that choice proved fatal.
Overall, a fair assessment but chances are with fictitious tags in combination, he’s thinking about evading the big house.
Ok.

There seems to be a lot of confusion about agonal breathing. Agonal breathing is triggered by a deeply embedded instinct to gasp when your brain is dying from lack of oxygen. Its not always caused by death (its directly caused by lack of oxygen, not even Co2 buildup which is what causes your normal voluntary urge to breath. There is no automatic breathing process, sure you might not be actively thinking about breathing all the time but unlike your heart there is no automatic time keeper making sure you breath at least x amount of times per minute. Its why brain dead people need ventilators but not a pacemaker usually) But no matter the circumstances its never a good sign. In this case of traumatic injury the only thing that had any hope of saving him was if he was ejected onto a prepped surgical table.
The officers even went through the trouble of putting him in the recovery position just in case. They are not trained medical professionals, they know how to temporarily fix wounds sure but i dont think any amount of gauze or tourniquets are going to help this guy. Honestly im surprised theres enough of him left TO gasp. Ive seen a biker go down and hit a guard rail post at 50, i dont want to see what it looks like at 120.
Interesting, I'm not a doctor or anything but I'd always read that the medulla oblongata [part of the hindbrain] is responsible for one's respiratory rate and pulse and that agonal breathing is the result of a severe injury to the hindbrain. I learned something new today.
Yeah, I figured there was a reason why Fire wasn't in a huge hurry to treat him. He was probably obviously too far gone.

@@kenpreston6146 completely agree, ken.
Agonal breathing is a sign that a person is near death, that gasping shallow breathing is the body trying to get oxygen but can’t.
I think it’s where the brain isn’t getting enough O2 to function properly, so the brain stem takes over. It’s kind of like an emergency back up control system. It uses a different, more primitive method to determine when to take a breath than the normal breathing function does. (IIRC, it works on CO2 blood saturation as opposed to the normal method.)
At least that’s how the doctor explained it when my father passed. I will say that for everyone around it’s an absolutely horrific experience for everyone.
It is survivable depending on the cause and speed of treatment. I’m this guy’s case, I’m assuming it was caused when his brain was destroyed on impact with the ground or barricade, but his brain stem was still intact.
@@Ryarios yes you have explained it better than I did.
Agonal breathing occurs at death it's not like he's struggling to hold on. It's the brain attempting to jump start the system after the battery died.
@@Ryarios yes but also no. What you've described in parentheses is the normal respiratory drive, where peripheral chemoreceptors detect CO2 in the arteries, send signals to the central nervous system, and it triggers respiratory rate based off that. That is the case for every person with a normal and healthy respiratory drive. The hypoxic drive, present in COPD patients, would be the swap from detecting CO2 to PaO2.
The part of the central nervous system that controls the passive respiratory drive is always the medulla oblongota, but the motor complex can also control it when you actively take over. A wide variety of brain injuries can be going on here, but your suspicion on cause is as close to correct as we can get without an autopsy and MRI. In the field I'd suspect intracranial hemorrhaging, decreased oxygen supply to the brain, and increased intracranial pressure secondary to the injuries, with impending herniation. Vital signs would tell us more about the patient but unfortunately we do not have those avaliable to us.
In this case, I would say that the body most likely has enough oxygen but it's not being adequately supplied to the brain, or the medulla oblongota cannot receive signals from the peripheral chemoreceptors. Physical assessment with presence or lack of priaprism would indicate location of injury within the central nervous system.

The only sympathy in this situation belongs to the family and friends of the dude. He made his choice.
Having been in that Trooper's situation, part of you wants to kneel and pray, part of you wants to walk away, and part of you wants more 18 wheelers to drive by so you don't have to hear that breathing. And because of that tug of war, you just stand there.
Well that answers the question that I had 😢
That a bitter pill to swallow ,,so sad any life lost is sad but we make poor choices in our life
Oh that helps me understand why the breathing sound was horrible. From my viewpoint I was confused why no one knelt to hold his hand. With your description I get it. God awful ..... I wish he had stopped.
I can't imagine what you've seen. Hope you're doing good emotionally and mentally. Thank you for your service. I saw a video that affected me so much because of the officer's reaction. Look up 'Officer pulls over couple minutes before fatal crash'. It puts things in perspective at how fragile our lives are and that one stupid decision can end it.
36 years as a first responder. I have always wondered how PD handles these types of calls. Due to it being a no win situation for their perpetrator.
Last breaths at 9:12
I can hear it now. "Cops killed him because he ran a red light. " No! He died because he ran, and he ran because he because he made stupid choices.
I feel bad that he died and for his friends/family, and for the officer involved. But really, what happened came down to a series of bad choices made that night by the person who ended up dying. If even a single one of those times he had instead made the correct decision, this outcome wouldn't have happened.
One of those stupid choices was to not wear his seat belt. Being ejected from the car is never a good deal.

If Law Enforcement lights you up on the road, you pull over and stop. End of story, it will always end better if you do.
Facts: 1) It's not the Officer's fault that the suspect chose to flee. 2) It's not the Officer's fault that the suspect chose not to wear a seatbelt. 3) The choices we make in life we either live with or get deleted from.
It took less than 2 mins for the victim to be suspected, judged and sentenced to death, for what exactly. Justice can’t be served in just less than 2 mins. What world 🌎 do we live in. That's my biggest fear with one of my nephews. He's 11 and plays these driving video games and purposely causes crazy crashes, gets thrown out of the car, and the avatar just gets up and he puts him in another car to do it all over again. He likes when I watch him play and he'll ask me, 'Would I have survived that in real life?' I literally cringe. I tell him constantly that there's no do-over's in real life, with real cars. One time he was telling to look at how much 'life' he had left. I asked him where it was on the screen. He said above his avatar's head. I told him to pause his game for a second and look up. He did. I asked him if he saw a meter like the one in the game, he said no. I told him to please always remember that.🙏
