Yeah, I solved that mystery back in '88 when I first saw them live on the RamonesMania tour. He had just rejoined shortly before, and while I was astonished at his speed, it is absolutely easier that way. Good video though, very accurate to his setup and style.

I think, just speculation, the advantages are being closer to that crash right next to the second hi hat and also the arm and elbow release you feel when switching between those two hi hats (inestead of staying constantly stationary). Again, just guessing here.
The 2nd hhihat has more angel and will rebound easier. Nicko McBrain has a near vertical ride. Try playing a vertical ride and you will notice how effortlessly fast you can play on it! Having a horizontal ride requires more effort. No setup is wrong, its personal preference. I have a middlepoint where it tilts a lot right in between both extremes.
There's a video here on YT which he explains: it is not about strength, is about fingers + hand palm + wrist. That's all... and That's why he can handle the beat for long hours.

Both. It's two different pairs of hats, at two different tightnesses and two different sounds. If you gotta travel from a to b, and there is a rest stop in between, it makes things easier. At least for drums.and than there's also the consistency of your hi hat stand and foot while trying to pull those parts off
