They are scared of the bubbles and blue light... some are very sensitive to Blue Light or it could be your filter on the side of the tank. I know fish because i had that problem

You could try adjusting lighting or air bubbler to see if they swim around more.

Nice 20gallon man I have a 30gallon saltwater and a 50gallon freshwater now for you beginners never run a saltwater cause it can get very expensive.i recommend brine shrimp and cichlids flakes
