Second of all there should be verbal or written communications as to what intentions one has over activities to be done or engage.in. Simple curtesy on each side can simmer tensions that would otherwise cause trouble or aggravate it.
The verbal and written communications only apply to China. They have no business in PH waters. That is so far away from China. China's claims are illegal. Historically, geographically, and legally, China has no business in PH waters.
